About 300 objects of state property privatized in Kazakhstan this year

Minister of Finance Bakhyt Sultanov reported that the total of 877 objects is included in the Comprehensive Plan of Privatization for 2016-2020. As of October 1, 441 objects were put up, of which 291 objects were sold for a total of 112.7 billion tenge.

Today, within the framework of the meeting of the Government of the Republic of Kazakhstan chaired by the Prime Minister Bakytzhan Sagintayev, the progress of privatization of state-owned facilities for the current year has been reviewed.

Minister of Finance Bakhyt Sultanov reported that the total of 877 objects is included in the Comprehensive Plan of Privatization for 2016-2020. As of October 1, 441 objects were put up, of which 291 objects were sold for a total of 112.7 billion tenge.

Of the sold objects: 23 objects of the republic's property with a sale price of 8.3 billion tenge, 162 communal property objects, the sale price of which amounted to 33.1 billion tenge and 106 quasi-sector facilities with a sale price of 71.3 billion tenge. In addition, 211 facilities are in the process of reorganization and liquidation.

Thus, the implementation of the Comprehensive Privatization Plan, taking into account the reorganized and liquidated facilities as of the current date, is 74.3%.

In total, 473 objects are planned to be sold in 2017, of which 251 objects have already been put up for sale, including 112 objects worth 55.6 billion tenge. 115 facilities are at the stage of reorganization and liquidation. Thus, until the end of the year, 107 objects must be realized.

The results of the analysis on the sale effectiveness show that with an overall book value of 96 billion tenge, the sales of 291 facilities amounted to 112.7 billion tenge.

On the implementation of top facilities for 2017, 24 objects are planned for sale, including 20 national holdings and four objects of republican ownership.

Of these, 6 are currently sold and 11 are at auction - these are eight facilities of the Samruk-Kazyna SWF and three assets of the Baiterek NMH.

The following work is carried out on the four top objects of the republican property:

On the objects of JSC "Astana Konak Uyi", JSC "National Scientific Medical Center" and JSC "Kazmedtech", independent consultants have been engaged for the assessment, and evaluation activities are currently being completed;

on JSC "International Airport Astana", the work on reorganization is being carried out through the merger of JSC "Kokshetau Air Company", a draft resolution of the Government of the Republic of Kazakhstan on the type of privatization has been developed.

First Vice-Minister of the National Economy Ruslan Dalenov reported that in order to ensure efficiency and acceleration of the process of transferring Samruk-Kazyna assets to the competitive environment, the Law "On the Sovereign Wealth Fund" was amended.

In addition, according to the instructions of the Head of State, amendments were made to the Budget Code and the Law "On State Property", providing for the transfer of funds from the privatization of republican property to the National Fund, as well as the transfer to the competitive environment of assets of national holding companies and national companies.

Based on the results of the inventory of the subordinate organizations of state bodies, lists of objects have been created that will remain in state ownership and quasi-state sector, as well as those subject to liquidation. The list of organizations maintained in state property consists of 6,523 organizations, of which 85% are organizations of the social sphere.

At present, state agencies assign to the State Property Register the status for each organization "to keep in state ownership permanently/temporarily", "liquidate", "reorganize", "privatize". In the future, the list of organizations retained in state property will be reviewed as PPPs develop and the competitive environment develops.

Thus, the measures taken have made it possible to speed up the process of privatization of the quasi-public sector objects legislatively, and also helped to streamline the organizations that are kept in the state property, which will allow developing standard contracts in the framework of PPP.

Also during the meeting of the Government of the Republic of Kazakhstan, reports were made by Nurlybek Malelov, Chairman of the Board of the KazAgro NMH, Aidar Arifkhanov, Deputy Chairman of the Baiterek NMH, and Gani Bitenov, Managing Director for legal support and risks of the Samruk-Kazyna SWF.
