Government approved the bill in the field of insurance and insurance activities

Today, at the meeting of the Government chaired by the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev, the draft law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Insurance and Insurance Activities" was considered.

Kazakhstan Today - Today, at the meeting of the Government chaired by the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev, the draft law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Insurance and Insurance Activities" was considered.

Chairman of the National Bank Daniyar Akishev reported that the bill is aimed at ensuring the growth of accessibility of insurance services not only in large cities but also in the regions of the country, improving the quality and reducing the cost of insurance services for the population and business, strengthening the protection of consumers' rights of insurance services and ensuring financial stability insurance market.

So, the bill provides the introduction of online insurance. This will make it possible to conclude contracts through Internet resources of insurance companies without visiting the office or participating of an agent.

Accordingly, it is suggested to introduce certain requirements for automation and Internet resources of insurance companies, protection of personal data and cybersecurity.

Online insurance will provide geographic accessibility and will reduce the cost of insurance services for the public and business. The insurance and payment procedures will be greatly simplified, which will significantly speed up all business processes.

At the same time, the key element of online insurance will be the Unified Insurance Database (UIDB) for insurance contracts. The database will be a single accounting organization and a "repository" for compulsory insurance policies. Forming a "reference database", its integration with other databases will ensure the reliability of all data on customers of insurance organizations, premiums and payments, the validity of insurance tariffs. Also, the UIBD will provide the population with permanent access to their insurance contracts through a "personal cabinet".

In addition, in order to protect Kazakhstani tourists, the bill provides the transition to compulsory insurance of property interests of the tourist who travels abroad.

The insurance of the departing tourist will be carried out by the tour operator under one of the compulsory insurance programs, in reference to the country and the number of days of the trip. These programs meet international requirements and include basic social risks associated with causing harm to the life and health of a tourist. Due to coverage, the cost of insurance will be low, about 340 tenge per day. However, the insurance coverage will be from 3.4 to 17 million tenge.

Also, taking into account international practice, the bill provides for the introduction of imputed insurance. Its introduction will allow the parties to the insurance contract to provide for flexible insurance conditions that meet the interests of the client, improve insurance products and define a clear list of risks.

The bill also provides for the expansion of the powers of the insurance ombudsman for all classes of insurance, while retaining the right of parties to apply to the court and additional guarantees of the Fund for Guaranteeing Insurance Payments.
