Improvement of the banking system to give a new impetus to the economic growth of Kazakhstan

The Head of State considers it necessary to accelerate the work on clearing banks' balance sheets from the "bad loans" and, if necessary, to ensure their capitalization by the shareholders.

In this regard, and the capitalization of the Fund of problem loans in the amount of 2 trillion tenge has been provided.

According to O.Khudaibergenov, the problem with "bad loans" runs from 2008-2009.

"All this time it was subjected to a cosmetic solution methods. So far, there are no proper mechanisms for cleaning the banking sector from "bad credit", because of what the banks are forced to use different methods of understating their volume and are not motivated to go on a real restructuring of bad loans," said the expert.

According to him, a huge negative and destabilizing effect on the credit activity of banks providing for a high level of non-performing loans. Under these conditions, the solution to this problem is the most important factor for the further development of the financial sector as a whole.

"The banks can not increase lending without the removal of "bad loans," and the economy as a whole can not grow," said member of the Expert Council.

At the same time, he noted that one can not simply write off loans. Of course, it's not just about the restrictions in respect of bad borrowers, but also need capital injections as part of the state, and by the shareholders of the banks.

O.Khudaibergenov says that this overall program should take into account the specifics of each bank, and at the same time have to be worked out tax incentives that motivate banks to facilitate cleaning.

All these proposals were announced during one of the meetings of the Expert Council for Economic Affairs in the Government of the Republic of Kazakhstan. Following the results of the meeting, the general opinion was prepared by the Expert Council, the basic idea of ??which is to direct part of the measures in the further work. And most importantly, all the experts agreed on one thing: This question can not in any case be delayed.

O.Khudaibergenov is sure that the Expert Council for Economic Affairs under the Government of the Republic of Kazakhstan will contribute to a solution to the complex issue of "bad loans".

He also expressed the hope that the Expert Council will be a platform that will allow the Prime Minister to get a second opinion, objective and quality, in order to gradually untie those knots in the economy, which actually strongly constrain the country's ability.

Another important step in the recovery of the banking system, according to a member of the Expert Council shall be the President's Address.
