Majilis of Kazakhstan approved the draft republican budget for 2018-2020

According to the information of the Ministry of Finance, the draft of the republican budget for 2018-2020 is formed on the basis of the forecast of socio-economic development of the republic for 2018-2022, approved in August this year.

Today, during the plenary session of the Majilis of the Parliament of the Republic of Kazakhstan, the parameters of the republican budget for 2018-2020 prepared by the Government have been considered.

According to the information of the Ministry of Finance, the draft of the republican budget for 2018-2020 is formed on the basis of the forecast of socio-economic development of the republic for 2018-2022, approved in August this year.

The main parameters of the republican budget for the planning period include revenues in 2018 - 8578.3 billion tenge (15.3% of GDP), in 2019 - 9190.2 billion tenge (15.1%), in 2020 - 9566.2 billion tenge (14.6%). Expenses are planned in 2018 in the amount of 9217.9 billion tenge (16.5% of GDP), in 2019 - 9798.2 billion tenge (16.1%), in 2020 - 10 219.7 billion tenge (15.6% ).

The largest share in the total expenditure of the republican budget falls on the social block, which increases from 44.6% in 2018 to 47.4% in 2020. In money terms, this will amount to 13 401 billion tenge, including 4108.6 billion tenge for 2018.

The large amount of this block of expenditure falls on social security and social assistance to citizens of the country. In the planned period, 8707.5 billion tenge is provided for this sector. Of these, in 2018, 2612.9 billion tenge is provided with growth by the current year by 473 billion tenge or 22.1%.

At the same time, the main share of these expenditures is social payments. For their financing in the three-year period, 8508.7 billion tenge will be sent, of which in 2018 - 2547.9 billion tenge.

The growth of pension payments in 2018 in relation to the current year is linked with a number of factors and initiatives. This is an increase in the contingent of recipients, an annual indexation of pensions, a change in the procedure for assigning a basic pension benefit depending on the length of participation in the pension system, as well as a change in the structure of the subsistence minimum.

In addition, starting in 2018, a new format of targeted social assistance will be introduced, with a criterion for providing assistance at 50% of the subsistence level.

Expenses for the health care system for 2018-2020 will amount to 3342.5 billion tenge, of which in 2018 - 1070.3 billion tenge. Their growth is mainly related to the strengthening of the guaranteed volume of free medical care with a view to a qualitative transition to compulsory social health insurance.

For development of the education and science system, the draft budget for 2018-2020 provides 1123.1 billion tenge, of which for 2018 - 340.6 billion tenge.

In the planned three-year period, it is planned to expand the existing "pilot project" to introduce per capita financing in secondary education.

So, since September 2018, the transition of all 85 schools of Astana is envisaged. In 2019, the city of Almaty will join the project with 239 schools. Since 2020, it is planned to introduce universal per capita financing in all the country's full-fledged schools.

Expenditures for the development of culture and sport in 2018-2020 will amount to 219.7 billion tenge, of which 2018 - 82 billion tenge.

In the block of expenditures for supporting the development of the real sector of the economy, the following areas will be financed:

To implement major programs of industrial and innovative development, "Nurly Zhol", "Nurly Zher", the development of regions to 2020 and the development of transport and logistics infrastructure, 2064.9 billion tenge will be directed in the three-year period, of which in 2018 - 854, 8 billion tenge.

For the development of agricultural sector as a new driver of the economy, 787.0 billion tenge is allocated for the Ministry of Agriculture for the three-year period, of which for 2018 - 275.4 billion tenge.

In order to continue the accelerated technological modernization, the draft state program "Digital Kazakhstan" have been developed. The volume of financing in the draft budget for 2018-2020 is 17 billion tenge.

Summing up the meeting, Chairman of the Majilis Nurlan Nigmatulin noted that the presented draft budget is well-balanced and solves the tasks for the medium term that were put by the Head of State Nursultan Nazarbayev.
