Social facilities are in priority when providing villages with Internet access

Today, at the meeting of the Government chaired by the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev, the issues of providing broadband access to the Internet for rural education and health facilities were considered.

Astana. 26 September. Kazakhstan Today - Today, at the meeting of the Government chaired by the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev, the issues of providing broadband access to the Internet for rural education and health facilities were considered.

Minister of National Economy Timur Suleimenov reported that when implementing a project to provide villages with access to the Internet, it was decided to use the principle of public-private partnership without a one-time burden on the republican budget. For this purpose, a model of a service contract has been chosen - the purchase of a long-term service. A measure of state support here will be a long-term guarantee of consumption.

It is assumed that the investor who wins the contest will enter the networks quarterly within three years and provide coverage for about 1 800 villages, and the state will provide guaranteed purchase of services within 14 years.

Minister of Education and Science Yerlan Sagadiyev reported that at present the Internet for the development of the education system is a key element. To date, most schools in Kazakhstan have access to digital educational resources - more than 80 000 materials, including video, interactive and multimedia lessons in three languages.

They are a serious addition to the educational process, especially for small schools. It is also important to ensure the full use of electronic diaries. For all this, you need high-speed internet.

It was noted that today the situation with access to the Internet is satisfactory, 98% or 6 956 schools are connected in the whole country, however only 34% of schools connect to broadband Internet with a speed of 4 megabits per second. Over the past two years, this indicator has increased by 9%. Therefore, the implementation of this project will be an important tool for the development of the education system as a whole.

Minister of Healthcare Yelzhan Birtanov reported that today the country's healthcare network is represented by 6 030 objects, while at the level of cities and regional centers 100% connection to the Internet is provided, but with more remote points there are access problems. In particular, in the Republic of Kazakhstan there are 166 district and rural hospitals and polyclinics, 85% of them are connected, and in settlements of 50 to 800 people, the connection of medical posts is 4%.

Thus, in the healthcare system the number of unconnected objects is 3 715. At the same time, within the framework of the presented project, it is planned to connect 1 700 objects to the broadband Internet, which is 50%. In this regard, to connect the remaining objects, it is proposed to consider other means of communication, in particular, telephone operator services.

Within the framework of the government meeting, the Chairman of the Board of JSC Kazakhtelecom Kuanyshbek Yessekeyev, akim of the Kyzylorda region Krymbek Kusherbayev and the North Kazakhstan region Kumar Aksakalov also made reports.
