Concept of State Youth Policy 2020 adopted in Kazakhstan

Almaty. February 27. Kazakhstan Today - The Kazakhstan Cabinet meeting chaired by Prime Minister Serik Akhmetov discussed and approved on Tuesday the Concept of State Youth Policy 2020 "Kazakhstan 2020: The Path to the Future".

According to the Prime Minister's official website, opening the meeting, S. Akhmetov noted the concept was developed on the instruction of the President. Since December last year, when the Government of Kazakhstan addressed the issues of youth policy, a nationwide debate with the participation of public and youth organizations to discuss the draft of the Concept has been launched.

According to Minister of Education and Science Bakytzhan Zhumagulov, the concept includes all the main points put forward by the President of Kazakhstan at the XIX session of the People's Assembly of Kazakhstan, in his article "Social Modernization of Kazakhstan," during the Congress "Zhas Otan" and in the state-of-the-nation address, Strategy "Kazakhstan 2050".

"The problems of youth formed an agenda of the current government policy on youth. These are the problems related to affordable housing for young people, employment and occupation, radicalization of youth. These issues are reflected in our concept," Zhumagulov noted.

In 2013, KZT 1.5 billion, including 590 million tenge from social procurements were provided to finance youth policy. The local budgets provided more than 2 billion tenge, including more than 940 million tenge from social procurements. It is two times more than in 2010, he added.

"The peculiarity of the new concept is that it focuses not only on the student youth. It covers all categories of young people, including rural, working, self-employed, unemployed, marginalized, and others," Minister Zhumagulov pointed out.

Summarizing the discussion Prime Minister Akhmetov noted that the concept would be the basis of the draft law "On state youth policy in the Republic of Kazakhstan" and other legal acts in the sphere of the rights and guarantees of the youth.

The Prime Minister instructed the Ministry of Education and Science together with interested state agencies until March 15 of this year to make an action plan to implement the concept, and to ensure timely presentation of the bill to the Government and the Parliament.
