Kazakhstan co-sponsored UN Security Councils' new resolution11.07.2018

The Security Council of the UNO has adopted a new resolution on children in the armed conflicts, pointing out a relation between a defense of children and a prevention of the conflicts. Kazakhstan became the coauthor of the document and took a direct participation in the resolution’s designing, press service of the Ministry of Foreign Affairs of Kazakhstan reports.

The Resolution was adopted following the talks of the opened debates of the UN Security Council titled Children and the armed conflicts at the UN Headquarters in New York.

A constant representative of Kazakhstan under the UN Kairat Umarov speaking on a significant growth and seriousness of the children rights’ violation in the armed conflicts, noted all UN member states should ratify and abide by the Optional Protocol to the Convention on the Rights of the Child on the sale of children to stop the child abuse.

In addition, Kairat Umarov stressed the importance of giving priority to measures to prevent conflicts, investing in education, creating and supporting rehabilitation programs for children involved in armed groups. The creation of favorable socio-economic conditions, the provision of interreligious and inter-ethnic education to promote tolerance are of special importance for the prevention of child abuse and recruitment.

"Unanimous passage of a resolution and a great number of its co-authors confirmed the wide consensus between UN member states in this issue. We are to use this unity for our the most valuable resource -children- through collective and comprehensive measures," the head of Kazakhstan’s delegation announced during the debates.

The resolution got a record number of coauthors a hundred countries.

According to the report of the UN Secretary-General on the situation of children in conflict, last year alone, more than 10,000 children were killed or injured in armed conflicts around the world, more than 8,000 girls and boys were recruited into armed groups, about 900 children were sexually abused violence.

Among the debate speakers were the current and fourth Special Representative of the Secretary-General for Children and Armed Conflict Virginia Gamba and Executive Director of the United Nations Children's Fund. Henrietta H. Fore, as well as high-level representatives of more than 90 countries and a number of international organizations.

Kazakhstan adheres to international obligations in the sphere of children defense and works on providing security for children in the armed conflicts.

Kazakhstan ratified Optional Protocol to the Convention on the Rights of the Child concerning involvement f children in the armed conflicts and supported a campaign Children, not soldiers initiated in the 2014 year which goals is termination of the practice of involving children in armed conflicts. In addition, our country has adhered to the Paris Principles and the Vancouver Principles, which are political instruments in the field of protecting children in armed conflicts, as well as to the Declaration of "Safe Schools", which establishes specific measures to protect students, teachers, and schools during armed conflicts.
