K. Tokayev called for comprehensive strategy for eradication of terrorism

Chairman of the Senate of the Parliament of Kazakhstan Kassym-Zhomart Tokayev made a speech at the Parliamentary Conference on Combating International Terrorism in St. Petersburg.

Astana. 28 March. Kazakhstan Today - The agenda of the forum organized by Inter-parliamentary Assembly of the CIS member states and OSCE Parliamentary Assembly included issues of international cooperation in the field of security and counter terrorism, humanitarian aspects of counter-terrorism activities, and economic and social foundations of international security system.

According to the Chamber, in his speech K. Tokayev expressed a firm conviction that it is possible to eradicate terrorism only through joint efforts, and drew the attention of the forum participants to the relevance of the initiative of President N. Nazarbayev on the creation of Global Anti-Terrorist Network under the auspices of the United Nations.

Addressing conferees, K. Tokayev stated about the need to give a legally and politically correct definition of the concept of "terrorism" in international law. The Speaker urged to refrain from hasty, precipitate assessments of political processes, which would facilitate prompt resolution of the most difficult problems.

"The productiveness of such approach is demonstrated by Astana talks, which allowed the creation of a ceasefire mechanism for the first time since the beginning of the Syrian armed conflict", - the Senate Chairman emphasized.

K. Tokayev has also spoken on the problem of cyberterrorism, from the threat of which no country is protected.

"It makes sense to think about issues of Internet regulation from the point of view of ensuring security, with full understanding of the importance of respect for human rights and freedoms. The main goal is to prevent the propaganda of extremist ideas and the recruitment of young people into the ranks of terrorist organizations", - he said.

Special attention in the report to the capacity of legislative bodies to eliminate the original causes of terrorism, such as poverty, illiteracy, corruption, infringement of civil rights and freedoms was paid. K. Tokayev proposed at a session of OSCE Parliamentary Assembly to consider issue of the establishment of Coordination Center of Organization for Combating Extremism and Terrorism.

The Head of the Upper Chamber of the Kazakh Parliament has also noted the relevance of the Congresses of leaders of world and traditional religions in an ideological opposition to the challenges of radicalism, and also informed the forum participants about the results of the international conference "Religions against Terrorism" held on May 31, 2016 where high ecclesiastical person, parliamentarians of the number of countries and scientists participated.

As effective measures of counteraction to terrorism K. Tokayev called timely reforms and open dialogue between the authorities and the people. In this context, the speech noted the importance of constitutional reform in Kazakhstan aimed at improving the system of public administration and strengthening the rule of law by redistributing powers between branches of power.

"As for countering terrorism, the Constitution was introduced a short story about deprivation of citizenship of Kazakhstan for participation in terrorist activity is introduced in the Constitution", - the Speaker said.
