More than 4500 civil servants can be laid off in Kazakhstan

As a result of a reduction of the personnel, the annual saving can reach about 5.5 billion tenge, Alik Shpekbayev said
Chairman of the Agency for Civil Service Affairs and Anti-Corruption of the Republic of Kazakhstan Alik Shpekbayev talked about new possible preferences for Kazakhstan’s civil servants and the increase of their wages.

Nowadays, we approbate a new system of remuneration based on a point and factor scale, that is provided the increase of wages of pilot agencies by more than twice. We plan that our initiative, the pilot project will be completed in the next year. Accordingly, the wages of all civil servants of Kazakhstan will be increased. The wage depends on the type and complexity of the work, as well as on the achievement of precise indications of efficiency. It is not a secret that the increase of material and social provision is directly influence on the decrease of the corruption level. In this connection, the Agency optimized a third of personnel of the central apparatus, that allowed to increase the wages of servants by 60%," said Alik Spekbayev at the annual conference of the Astana Hub.


As the world practice shows, the increase of requirements to civil servants should be added with the improvement of their social package, he noted.

As of today, the Agency under the support of the Administration of the President elaborates the measures on provision of preferences to get housing and fixing pensions, providing places in kindergartens, creating of the conditions for rehabilitation in the regions to civil servants. Taking into account the five social initiatives of the head of state, the program of 7-20-25 runs, but today other approaches are being developed jointly with Housing Construction Savings Bank of Kazakhstan in order to decrease the interest rates ‘5-5-25’. I think that these approaches will be appropriate for civil service," said the speaker.


Alik Shpekbayev noted that as part of launching a common Personnel Service Centre, a reduction of 4600 workplaces with annual saving of 5.5 billion tenge can be held.

Serious reserves for further optimization we can see in launch of a common Personnel Service and Compensation Centre. The expected effect of its introduction is the reduction of 50 jobs and annual additional saving in the Agency of 180 million tenge. In case, approbation is held successfully we will initiate starting within our state apparatus. Following the preliminary estimate, optimization will be 4600 jobs with annual saving of 5.5 billion tenge," said the head of the Ministry.
