Number of detainees has decreased twice over 10 years in Kazakhstan

As of today, around 33 thousand people serve their sentence in Kazakhstan. In 2010, their number exceeded 63 thousand.
The number of detainees decreased twice over 10 years in Kazakhstan. An independent legal expert Yeskali Salamatov told during the Forum of Criminology discussing enhancing transparency in law enforcement activities held in Astana.

In terms of the prison population, Kazakhstan has reached unbelievable successes. Over 9 years, we have decreased the prison population by twice, this enabled to humanized the legislation, to implement amnesties. The process was initiated by the head of state. In January 2010, the President of Kazakhstan vigorously criticized the existing legal system, the strong repressive legislation, by taking a course towards its humanization. Since then, the country has adopted several laws aimed at humanizing, amnesties have been carried out, the laws were of systematic nature with long-term effects, thus resulting in the decrease in the prison population by twice. At that time, in early 2010, there were 63 thousand detainees in the country. Today, according to the statistics of the Ministry of Internal Affairs, their number is around 32-33 thousand," said Yeskali Salamatov.


Also, during the Forum, it was noted that since January this year the country has been implementing the first stage of the E-criminal cases project on minor and ordinary offenses. In general, during its implementation, 14.5 thousand criminal offenses (4% of the total registered offenses) have been investigated, of which around 4.5 thousand have been sent to the courts.

Note that today at the initiative of the Academy of Law Enforcement Bodies under the General Prosecutor's Office attached to Nazarbayev Kazakh Law University, the Forum on Criminology has been held to discuss the strengthening the transparency in law enforcement activities and to introduce the electronic case management in Kazakhstan.

The Forum's participants have positively assessed the initiative of the Prosecutor's Office in the digitalization of criminal proceedings. Following the event, recommendations aimed at ensuring the transparency in law enforcement bodies and protecting guarantees of the rights of citizens have been worked out.
