Number of orphans in Kazakhstan goes down

The number of orphaned children in Kazakhstan's orphanages has declined from 10 to 6 thousand in the last five years, thus 50 children's homes in the country have been reorganized and closed.
According to data of Kazakhstan’s Ministry of Education and Science, today 26 006 of 5 million children are those who orphans and children left without parental care.

Out of the total number of orphans, 20 thousand 375 (78%) children of the total number of orphans are under guardianship, guardianship, foster care in foster families of Kazakhstani citizens. Only 5 thousand 631 (21%) children are raised in 137 institutions for orphans.

The main reason for the reduction of institutions is the decline of the number of newly identified children who left without parental care and were sent to residential institutions (2.598 in 2015, 1854 in 2016, and 1166 in 2017).

It should be noted the number of returns to orphanages after the abolition of guardianship, patronage, adoption is reduced (246 in 2015, 195 in 2016, 125 in 2017) because of special services and schools of foster parents functioning in boarding organizations.

Early identification of family problems, rendering of all-round assistance to families in a difficult life situation contributes to the keeping of a child in a biological family.

In May 2017 the Ministry of Education and Science had approved new rules for Centers for Support of Children in a difficult life situation. Their activity is aimed at providing assistance not only for children from disadvantaged families but also for children who have suffered from ill-treatment.
