Almost 30% of pastures in Kazakhstan are on the down-grade
Astana. September 20. Kazakhstan Today - 26% of pastures in Kazakhstan are on the down-grade, Kazakhstan Today reports.
To regulate relations connected to the efficient and rational use of pastures Mazhilis group developed a draft law "On pastures", a member of the Agriculture Committee, Zheksenbay Duisebayev said yesterday during a roundtable discussion of the document in the Majilis.
"The main purpose of the bill is to change the prevailing practice of grassland resources in Kazakhstan. Thus, according to the World Resources Institute, grazing land in the country covers 188 million hectares, or 70% of the total area. A common part of degraded land is more than 48 million hectares, or 26% of the total area," Duisebayev said.
According to him, the bill is intended to regulate relations connected to the effective management of pastures, and aims to improve the infrastructure of pastures, preventing degradation of grazing land and maintain the ecological integrity of pasture ecosystems in the environment.
"The purpose of the bill is to resolve issues of pasture management, their presentation and use, strengthening the regulations governing the legal status of pastures. Bill is designed to streamline relations on the use of pastures, as a basis for the development of livestock in Kazakhstan. Bill establishes the legal framework for the driving of livestock on livestock paths, determines the order of state registration of rights to use pastures and the state control in the management of pastures," the deputy said.
In addition, the bill provides the competence of state bodies and bodies of local administrations in the regulation of pasture management, improvement and use, defined measures of state rangeland management, the law contains provisions concerning the rights, duties and pasture associations.
"Thus, the bill covers the main issues regarding the use of pasture land in Kazakhstan", the deputy concluded.
