Concept of innovative development till 2020 adopted
Almaty. July 24. Kazakhstan Today - According to the instructions of the Head of State, the draft Concept of innovative development of Kazakhstan till 2020 was developed, Kazakhstan Today reports.
"This project is aimed at optimization of the program documents in the sphere of development of innovations and defining of long-term goals for development of innovations in the country," Minister of Industry and New Technologies Asset Issekeshev said at the session of the Government.
As the Prime Minister's official website writes, presently, the country has built a required basis for building future innovative economy.
The share of innovatively active enterprises increased to 5.7% of the total number of enterprises in 2011. The volume of innovative production increased by 65%, domestic expenses for research and development increased by 29% - Issekeshev.
"We have to strengthen the existing basis and strengthen some of the approaches. This strengthening should be achieved through synergy of all spheres of the activity of the society relating to innovations. These are science and new technologies, business community and the state," the Minister emphasized.
According to A. Issekeshev, the main purpose of the Concept is to develop essential for Kazakhstan technologies determined as a result of technological forecast and form a support system for innovative activity.
It total, reaching of 50 target indicators is planned within the framework of the implementation of the Concept. These indicators allow to embrace a wide range of innovative activity.
In particular, the Concept provides for implementation of 8 strategic policies on innovative development, such as introduction of innovations in the public sector, formation of innovation environment, improvement of science efficiency and development of effective system of technologies commercialization, stimulation of innovative activity of business, building of regional innovative systems, development of innovative infrastructure, international integration for development of innovations, the Minister emphasized.
The implementation of the Concept till 2020 will be ensured through two programs on development of innovations and development of science and their results will be tightly connected.
"The program on development of science will be aimed at creation of scientific infrastructure of the world standard, preparation of scientists, creation of conditions for emergence of Kazakhstani absolute innovations and the program on development of innovations will be responsible for increasing the competitiveness of the economy, accelerated introduction of innovations, development of the sectors of the future, forming of the elements of a new approach," A. Issekeshev said.

Kazakhstan turns to high-value added manufacturing with building polyethylene plant it Atyrau region
The Head of State has identified deep processing of hydrocarbons as one of the key areas of development of the oil and gas sector. The priority for our economy is high conversion production producing products with a rapid increase in added value in the technological chain with an export orientation. The added value between the initial feedstock ethane and the third conversion product polyethylene increases 20 times, from $80-90 to $1600-1800 per tonne. The Polyethylene project will certainly give a serious impetus to the development of both the manufacturing industry and the country's economy as a whole. According to experts' calculations, the contribution to the country's GDP by 2030 from the implementation of the project is estimated at approximately 1.2%," Olzhas Bektenov said.

At the same time, we expect you to increase the share of local content. For this purpose, it is necessary to determine the list of goods and equipment that will be mandatorily purchased from domestic producers. Special attention should be paid to training of Kazakhstani specialists and transfer of competences. It is important for us to maximise the attraction of local personnel, including for management positions in the project. We count on a similar approach in the implementation of other joint projects," Prime Minister emphasised.

National Bank of Kazakhstan maintains base rate at 14.75%

Within the domestic economy, inflationary pressure persists due to robust internal demand and unanchored inflation expectations," reads the bank’s official statement.
