Kazakhstan considers four sites for fourth oil refinery
Kazakhstan is considering four regions as potential sites for a new oil refinery, Energy Minister Yerlan Akkenzhenov said at a government briefing.

The Mangystau, Atyrau and Turkistan regions, as well as the Ulytau region, are being considered as possible locations for the country’s fourth refinery.

Specialists are currently assessing conditions in each region, including access to electricity, water and other necessary infrastructure. A feasibility study for the project is also being prepared by the Samruk-Kazyna sovereign wealth fund.

According to the energy minister, a final decision on the location is expected by the end of 2026.

"The fourth refinery will be built. We are currently selecting a site and assessing all the necessary conditions," the minister said.

Kazakhstan’s oil refining industry currently relies on three major refineries located in Atyrau, Pavlodar and Shymkent.
