Kazakhstan strengthens control over public transport

Representatives of the akimats and transport inspectorates of South Kazakhstan, Zhambyl, Kyzylorda, Almaty and Aktobe regions, heads of the road police departments, taxation bodies, associations of carriers and transport companies of the country participated in the event.

Kazakhstan Today - The Committee of Transport Control of the Ministry of Transport and Communications of Kazakhstan held a regional session focused on the issues regarding organization of passenger transportation in Shymkent on Friday, Kazakhstan Today reports referring to the Prime Minister press service.

Representatives of the akimats and transport inspectorates of South Kazakhstan, Zhambyl, Kyzylorda, Almaty and Aktobe regions, heads of the road police departments, taxation bodies, associations of carriers and transport companies of the country participated in the event.

The issues regarding compliance with the legislation in the sphere of passenger transportation by road, provision of safety and problems existing in the sphere of combating illegal transportation and elimination of spontaneous car parkings were among the issues discussed at the session.

Besides, the meeting participants addressed the issues regarding necessity for carriers to comply with the legislative acts regulating requirements for installation of tachographs in passenger vehicles, equipping taxi cars with taximeters and requirements for bus stations and car stations to provide technical and medical inspections and other services.

The Protocol outlining the main aspects requiring participation of all sides involved in the transportation process was signed upon the completion of the session.

In particular, transport inspectorates, regional departments for passenger transport and roads as well as city and regional akimats were recommended to inspect bus stations and car stations on a permanent basis.

Besides, the transport control inspectorates jointly with the departments of road police were charged to strengthen control over compliance with the legislation by drivers of public transport and taxi and organize agreed raids to the places of spontaneous car parking near markets and train stations.

Starting from April this year, the transport control bodies and road police conduct activities on prevention of illegal transportation of passengers and luggage including in the taxi industry. Over 2000 buses were inspected. 740 violations of law were detected. Fines amounting to 5 mln tenge were collected. About 300 illegal taxi drivers have been subjected to administrative liability. This work will be continued on a systemic basis.

The share of illegal carriers makes 40% of the market of passenger transportation. Presently, 62 spontaneous bus parkings have been detected in the country. The majority of them (34) were in South Kazakhstan region. About 300 busses of illegal carriers conduct passenger transportation on Shymkent - Astana, Shymkent - Almaty roads daily. The largest share of road accidents falls at these carriers.
