As of structure of the eternal debt, 63.0% of it falls on intercompany debt, 26.1% - external debt of "Other Sectors" to unrelated creditors, 7.2% - public external debt (Government and National Bank of Kazakhstan), 3.7% - external liabilities of the ‘Banks’ sector (STBs and JSC Development Bank of Kazakhstan).

Both the balance of payments operations (repayment of foreign loans attracted from affiliated organizations of China and syndicates of financial organizations, reduction in demand from foreign investors for short-term notes of the National Bank of Kazakhstan), and non-operational changes (decrease in the market value of debt securities). securities of Kazakhstan issuers, negative exchange rate difference) depended on the decrease.

For analytical purposes, the external debt of state-controlled organizations (banks and organizations in which the public sector directly or indirectly owns more than 50% participation in capital), which as of July 1, 2018, was 26.5 billion dollars, is separately allocated in the structure of external debt.

The decrease in the second quarter of this year by 0.6 dollars happened due to the early repayment of a loan by Samruk-Kazyna NSC JSC attracted in 2015 to acquire a 50% stake in KMG Kashagan BV. and also - a decrease in the market value of Eurobonds of quasi-state issuers.

The net external debt of the Republic of Kazakhstan amounted to 46.6 billion dollars, has increased over the second quarter of 2018 by 0.5 billion dollars. At the same time, the public sector and ‘Banks’ are net lenders to the rest of the world, and the Other Sectors are net borrowers.
