More than 4 billion tenge allocated from the budget to support disabled people in Almaty

The akim of the metropolis noted that in Almaty there is a Coordination Council for social protection of citizens with disabilities, which includes representatives of civil society. With the participation of NGOs, special social services are provided in a hospital, half-hospital and home-based care. An important attention is paid to the introduction of inclusive education, professional rehabilitation and access to the facilities of transport, social, sports, cultural infrastructure in the city, the press service of Almaty akim informed.

Baibek informed that today there were more than 43,000 citizens with disabilities living in the city. This year more than 4 billion tenge was allocated from the budget to support citizens with disabilities with technical auxiliary aids and services, which was twice as much as last year. Qualitative equipment was purchased, pedestrian zones were reconstructed taking into account the mobility impaired.

"If the city is comfortable for people with disabilities, it means it will be convenient for everyone, And the most important thing is a spirit of solidarity, support not only of the state, but also of the population directly," the akim said.

In turn, Aguilar noted that in the Republic of Kazakhstan there was not only political will, but concrete work was being done to improve the living conditions of people with disabilities.

"The legislation of the country is brought to international standards, the foreign experience of innovative social practices of working with disabled people is applied, which means an integrated approach," added the UN special rapporteur on the rights of disabled people.

In addition, she positively assessed the fact that the interests of citizens with disabilities are represented in the maslikhat of Almaty. According to Aguilar, this contributes to a more effective socialization of disabled people in society as a whole.

Let us recall that seven basic projects aimed at the systemic solution of a number of vital issues of the metropolis have been developed in Almaty. The next direction is an affordable service for tenants. As practice shows, over 2,000 complaints are received annually by KSK Apartment Owners' Cooperative. Rules for spending KSK budgets, approving tariffs for maintenance and repair, renting free premises and preparing for the heating season have been developed. A package of proposals to the Law on Housing Relations has been submitted.

In order to provide the public with reliable information about the current costs of institutions, suppression of extortion and illegal actions, the Open Budget Project is being implemented. This will also allow investors to analyze budgets directed to urban projects, use them to develop their proposals on the principles of PPP.

In order to destroy the monopoly on the information of individual state bodies and officials, Big Data is consistently being formed. For example, the data on the Almaty General Plan Portal is open: the schemes of building lines, thermal and electrical systems and water supply facilities are placed, which reduces the time for the development of engineering projects by half.

One of the main priorities of the city development program is the increased security. In Almaty, five years ago, a project on digital prevention and monitoring of violations was introduced. With the help of video cameras, the level of thefts in public places has significantly decreased, more than 2 million traffic violations have been recorded. There is a video safety system operating in the city's schools for the third year. Scaling of the project with connection to the kindergarten system is planned to be implemented on the basis of the PPP principles as per service contract.
