Northern Kazakhstan oblast undergone a number of personnel rearrangements
Petropavlovsk. November 3. Kazakhstan Today - Northern Kazakhstan oblast has undergone a number of personnel rearrangements, the agency reports referring to the press service of the oblast akimat.
According to the press service, by the order of the Northern Kazakhstan oblast akim, Serik Bilyalov, Samat Eskendirov has been appointed first assistant akim of the Northern Kazakhstan oblast for agriculture and economy.
S. Eskendirov was born in 1966 in the village Simferopol of Kokchetav oblast. He graduated from Tselinograd Agricultural Institute and Kokshetau Institute of Economy and Management. He is an engineer-mechanic and has a master degree in economy.
In 1994 - 2004 he worked as General Director of Open Company Esil in Schuchinsk, Akmola oblast. In August, 2004 he was appointed deputy chairman of Department of Agriculture and Land Relations of the Northern Kazakhstan oblast. In November, 2004 - October, 2007 he worked as akim of Zhambyl and Kyzylzhar region of the Northern Kazakhstan oblast.
Prior to the appointment for the post of the first assistant akim of the Northern Kazakhstan oblast for agriculture and economy, he worked as deputy akim of the Northern Kazakhstan oblast for agriculture.
Zhanbolat Smailov has been appointed deputy akim of the Northern Kazakhstan oblast for industry.
Z. Smailov was born in 1969 in the village Zharsuat of the Astrakhan region, Akmola oblast. He graduated from Tselinograd Engineering Construction Institute and Gumilev Eurasian University. He is a mechanical engineer and a lawyer.
In 1995 - 2004 he was the President of JSC Company Akmolatransagency in the city of Akmola and later the President of JSC Company Bulandynsky stone open cast mine; Director of Open Company Bulandynsky stone open cast mine in the city of Makinsk. In 2004 - 2008 he worked as akim of Shortandinsky region of Akmola oblast and later as akim of Stepnogorsk city of Akmola oblast.
Prior to the appointment for the post of deputy akim of the Northern Kazakhstan oblast for industry he worked as the state inspector of the president's administration of the Republic of Kazakhstan.
According to the press service, Kayrat Pshenbayev has been appointed akim of Kyzylzhar region by the order of akim of the Northern Kazakhstan oblast.
K. Pshenbaev was born on January 9, 1961 in the village Voroshilovo of Bulaev region of the Northern Kazakhstan oblast. He graduated from Almaty Institute of National Economy.
In 1997 - 2000 he worked as a vice chairman of Finance and Credit Department of JSC Company Food Corporation, chairman of Department of Economic Analysis and Pricing of Finance and Analytical Department of JSC Company of Food Corporation in Astana. In 2000 - 2004 he worked as Director of the representation of JSC Company Food Corporation Bread base №2 in the village Novoishim named after Gabit Musrepov of the Northern Kazakhstan oblast.
Since 2004 prior to the appointment for the post of akim of Kyzylzhar region of the Northern Kazakhstan oblast, he worked as akim of Akzhar region of the Northern Kazakhstan oblast.
As it was informed earlier, Erik Nurakayev was appointed akim of Petropavlovsk by the order of akim of the Northern Kazakhstan oblast on Friday who earlier held the post of deputy akim of the oblast.

Kazakhstan turns to high-value added manufacturing with building polyethylene plant it Atyrau region
The Head of State has identified deep processing of hydrocarbons as one of the key areas of development of the oil and gas sector. The priority for our economy is high conversion production producing products with a rapid increase in added value in the technological chain with an export orientation. The added value between the initial feedstock ethane and the third conversion product polyethylene increases 20 times, from $80-90 to $1600-1800 per tonne. The Polyethylene project will certainly give a serious impetus to the development of both the manufacturing industry and the country's economy as a whole. According to experts' calculations, the contribution to the country's GDP by 2030 from the implementation of the project is estimated at approximately 1.2%," Olzhas Bektenov said.
We on the part of the state provide comprehensive support in the implementation of projects important for the country's economy. At the same time, we expect you to increase the share of local content. For this purpose, it is necessary to determine the list of goods and equipment that will be mandatorily purchased from domestic producers. Special attention should be paid to training of Kazakhstani specialists and transfer of competences. It is important for us to maximise the attraction of local personnel, including for management positions in the project. We count on a similar approach in the implementation of other joint projects," Prime Minister emphasised.

National Bank of Kazakhstan maintains base rate at 14.75%

Within the domestic economy, inflationary pressure persists due to robust internal demand and unanchored inflation expectations," reads the bank’s official statement.
