Senate approved draft law defining marginal process for gas

Also, in Kazakhstan gas will be sold via e-platforms. At the first stage, it is proposed to sell 10-20% of liquified gas via electronic trading platforms that id supplied to the internal market.
The Deputies of the Senate of the Parliament adopted the draft law of Kazakhstan "On introduction of amendments and additions to some legislative acts on gas and gas supply submitted by the Majilis of the Parliament of Kazakhstan".

Having presented the draft law, Majilis Deputy of the Parliament of Kazakhstan Baktykozha Izmukhambetov noted that in accordance of the Law of Gas and Gas Supply, a marginal wholesale price for liquified gas that is as of today is 38 701 tenge per ton without VAT is defined in Kazakhstan.

Such a price is considerably lower than not only export prices, but also wholesale prices, that stimulates its illicit export from Kazakhstan. At the same time, the retail price for liquified gas is quite higher than the wholesale one. And, slightly lower than the retail prices in the neighbouring states. Thus, our plants work at a loss supplying gas to the internal market. Alone in 2017, foregone income of Kazakhstan’s plants for liquified gas production was 48 billion tenge. Over the last four years, there has a two-time increase in the demand for liquified gas. In the past year, 900 thousand tons of gas were produced, and in the present year 850 thousand tons are planned to direct to gas fulfilling stations," said the Deputy.


Looking at the dynamic of the use of liquified gas, and as of today about 72% of gas produced in Kazakhstan is supplied to the internal market. Such a tendency will lead to deficit in liquified gas by 2019.

As a result, we observe a sharp need for ensuring profitability of producers of liquified gas that should not be conducted by increasing the marginal wholesale prices, because such an increase will cause the increase the final prices for users. The aim of the draft law is to prevent the expected deficit of liquified gas by creating the interest of users, to increase the volume of its production. Within the draft law on digitalization and reduction of administrative barriers to business, it is planned to ensure profitability of the plants by introducing the mechanisms of supply of liquified gas to the internal market via e-trading platforms," said Bakhytkozha Izmukhambetov.


So, according to the Majilisman, the amendments provides for gradual introduction of e-trading platforms from 2019 to 2021. At the first stage, it is planned to sell 10-20% of liquified gas supplied to the internal market via e-trading platforms.

In addition, it is necessary have not only gas network companies as customers at electronic trading platforms, but also industrial plants, regional owners of gas fueling stations and points. As a result, by 2021 the state price regulation will remain only for liquified gas, that are sold to the population through grouped storage installations," said Izmukhambetov.
