Talgat Mussabayev announced plans of Kazkosmos

Kazakhstan needs two satellites. We had the Kazsat-1 satellite, which went to the West. If we had the Kazsat-2, people would had a chance to switch to another satellite. It is called functional redundancy.

Almaty. December 12. Kazakhstan Today - Kazakhstan and Russia are now preparing a new agreement concerning the Baikonur complex. The head of the Kazkosmos said that the agreement stipulates the withdrawal of the city of Baikonur and the Baiterek launching pad from the jurisdiction of Russia.
According to Caspionet, it is also planned to create a new intergovernmental commission on complex management headed by deputy prime ministers. At the meeting in the Majilis on Monday, the head of the Kazkosmos Talgat Mussabayev announced that the agreement on the rent of the Baikonur complex signed in 1994 became old and it was high time to create a new document.

"It does not mean that we are going to cancel the rent at once. We are going to do everything gradually. We will begin with the Zenit launch pad. We are going to cancel the rent of this launching pad and will start using it as full-fledged owners. I believe that it will be a great step forward for Kazakhstan," said Talgat Mussabayev, Chairman of National Space Agency of Kazakhstan.

MPs also raise the issue of the low efficiency of the Kazsat-2 satellite, which is only 46% operational servicing 9 companies. The Kazkosmos reported that after the loss of the first satellite, Kazakhstan closed long-term agreements with large communication companies.

"We attracted them with low prices and asked to close five-year agreements with us. I would like to note that tariffs in Kazakhstan are lower," said Talgat Mussabayev.

Additionally, Talgat Mussabayev announced about the Agency's plans to establish Kazakhstan's satellite communication system. Currently, the country is developing the Kazsat-3 satellite and has some more pans for the future. At present, there are 2.5 thousand satellites going around the earth. In case Kazakhstan creates its own system, it can save millions of US dollars.

"Kazakhstan needs two satellites. We had the Kazsat-1 satellite, which went to the West. If we had the Kazsat-2, people would had a chance to switch to another satellite. It is called functional redundancy," Talgat Mussabayev added.

The system of the remote sensing of the Earth, which will be launched within two years, is one of the prospective directions. It is quite topical development for the country, since Kazakhstan is the ninth biggest country in the world, which has different climate zones. With the help of the remote sensing, scietists will be able to predict crop yield, search for reserves of mineral resources and provide national security. Moreover, this project will be profitable as well. The Kazkosmos has already closed agreements with French companies on the sales of space images.
