Kazakhstan to Promote Tokenisation and Digital Mining

Kazakhstan plans to promote asset tokenisation and digital mining as part of its strategy to develop the country's digital asset industry.

The priorities are set out in a presidential decree signed by President Kassym-Jomart Tokayev titled "On Measures to Stimulate and Develop the Digital Asset Industry in the Republic of Kazakhstan."

According to the decree, the development of asset tokenisation is intended to expand and diversify financing sources for the real sector of the economy. The government also plans to increase the use of idle and renewable energy resources for digital mining operations.

Another key priority is the development of a regulated digital asset market. The authorities aim to encourage the migration of digital asset transactions into Kazakhstan's regulated ecosystem, expand market infrastructure, introduce new financial instruments and payment services, including for cross-border settlements, and ensure transparency of transactions and the protection of investors' rights.

To support these objectives, the National Bank of Kazakhstan has established a Committee for Digital Assets and Payment Systems.

According to Zakon.kz, citing the presidential decree, the government and relevant state bodies have also been instructed to prepare a package of legislative initiatives. By the end of 2026, they are expected to submit a draft law allowing the use of stablecoins to pay for goods and services, as well as for cross-border settlements. By April 2027, they are also expected to prepare amendments exempting individuals from personal income tax on income derived from digital asset transactions conducted through Kazakhstan-based service providers during the 2026-2028 period.
