Compromise on quadripartite foreign contract of Central Asian countries on use of hydro-power resources - not reached

Negotiations on creation of the intergovernmental protocol on sharing of hydro-power resources of Naryn-Syr-Darya reserve in 2008 have been started in the beginning of the year. Representatives of working groups of Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan gathered on April 30 and June 10, 2008 at the initiative of the Kyrgyzstan party in Bishkek, however compromise not been reached, the agency reports referring to the press service of JSC Power Plants.

Kazakhstan Today - Negotiations on creation of the intergovernmental protocol on sharing of hydro-power resources of Naryn-Syr-Darya reserve in 2008 have been started in the beginning of the year. Representatives of working groups of Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan gathered on April 30 and June 10, 2008 at the initiative of the Kyrgyzstan party in Bishkek, however compromise not been reached, the agency reports referring to the press service of JSC Power Plants.

Signing of annual intergovernmental protocols on sharing of hydro-power resources Naryn-Syr-Darya reserve is necessary for satisfaction of power and irrigational interests of the Central Asian states.

In Kyrgyzstan export of electric power is the basic source for purchase of fuel for thermal power stations of Bishkek and Osh and a necessary condition for successful autumn-winter period. Uzbekistan is interested in receiving additional volume of water and Kazakhstan is interested both in deliveries of water and energy to the south of the Republic that lacks electric power.

"All the attempts to conclude quadripartite and bilateral intergovernmental agreements have failed. Insignificant volume of electric power (500 million in kWh) has been exported to the regional power market at the price of 4.5 cents for 1 kWh for all interested buyers. Finally, direct contracts between JSC Power Plant and large consumers of the south of Kazakhstan have been concluded," the press service informs.

The beginning of export of electric power to Kazakhstan on July 14, 2008 is connected with irrigational needs of the neighboring states and with repair works of high-voltage line connecting the north and the south of Kazakhstan. The price remained fixed and after conclusion of the contracts has not changed.
