Congress of Kazakhstan's trade unions has gathered up to 200 delegates

The regular 15th Congress of the Federation of Trade Unions of the Republic of Kazakhstan took place on October 3 in Astana.
Up to 200 delegates of sectorial trade unions from all regions of Kazakhstan, as well as more than 20 invited participants and guests, took part in the Congress.

The Congress started its work at 10.00 a.m. (Astana time) with a speech of Chairman of Kazakhstan's Trade Union Bakytzhan Abdiraiym, who familiarized the participants with the Congress's guests and agenda.

The Congress's invited participants and delegates delivered their speeches in the first part.

Kazakh Secretary of State Gulshara Abdykalikova, Labor and Social Protection Minister Madina Abylkasymova, Chairman of the Board of the Atameken national Chamber of Entrepreneurs Ablai Myrzakhmetov, the International Labor Organization's national coordinator in Kazakhstan Talgat Umirzhanov also delivered their speeches to the attendees.

The sectorial trade unions' delegates from different regions of Kazakhstan also addressed the audience: Chairman of the Professional Committee of JSC 'Locomotive kurastyru zauyty' Nurlybek Zhumash, worker at JSC MangystauMunayGas Anara Nugmanova, a trainer at the Education Department of the Karkaraly District in Karaganda region Nikolay Smolin and Chairman of the Trade Union Centre of Zhambyl region Mairambek Tolepbergen.

The second part of the 15th Congress of the Federation of Trade Unions of Kazakhstan started in line with the agenda.

Chairman of Kazakhstan's Federation of Trade Unions talked on its current activity and its further plans to improve the union trade movement in Kazakhstan to delegates of the Congress.

He noted that the Federation of Trade Unions as a socially responsible organization had chosen to modernize its activity.

In the age of modernization, the country's trade unions need to define a new vector for development so to meet the current challenges.

It is the trade unions that should be a powerful and creative social institute, that could set and face the issues of social and labor relations and social partnership.

From the beginning of 2018, the Federation has strengthened work and interaction with primary trade union organizations that accumulate the entire range of problematic issues and expectations of a person of labor.

Work is activated in the regions, as well as forums of primary trade union organizations have been held from the year's beginning in Kostanay, Astana, Shymkent, Pavlodar, Taraz, and the Alakol, Merke resort zone. More than thousands of Chairmen of primary trade union organizations took part in them.

Cooperation with interested partners to prevent and resolve labor conflicts was extended.

Memorandums of joint cooperation between the Federation of Trade Unions and the Nur Otan Party, the Supreme Court, aiming at strengthening public control over the observance of the labor legislation and the application of alternative mechanisms to resolve labor conflicts, were signed.

Within the Memorandum of the creation of Tatulasu ortalygy (The Mediation Center) between the Supreme Court of Kazakhstan and the Federation of Trade Unions of Kazakhstan, a joint work by professional mediators of the Federation and judges to resolve labor, social and other disputes, is held.

In all Kazakhstan's regions, centers for reconciliation between the parties and meditation rooms are established on the base of 17 territorial organizations. The Federation's specialists actively deal with cases on labor mediation.

As part of the establishment of a unified system of compulsory training to workers, the project under the name 'The School of Trade Union Leadership', aimed at teaching the basics of trade union leadership, legal and financial literacy, was launched jointly with JSC Samruk-Kazyna.

The first students of the School in different regions of Kazakhstan, in which 67 leaders of primary and sectorial organizations of trade union organizations had already graduated.

Interaction with the International Conference of Trade Unions and the International Labour Organization (ILO) was enhanced.

'Our main slogan is 'a stable enterprise - a stable society - a stable country!'. Stability is the main value of any society. If a worker feels that the enterprise's development is stable, legally protected and granted with social care, then family matters of the worker will be well. It is an interdependent process.

Together with social partners, the Atameken national chamber, the heads of companies and enterprises, we should work out mechanisms and standards of social stability support in every enterprise of Kazakhstan," said Bakytzhan Abdiraiym.

The Federation's chamber outlined the important tasks for the future years, including the increase of attention to labor protection and security issues in enterprises, the modernization in the sphere of social protection of a worker and the upgrade of mediation issues between employees and employers.

One of the important tasks will be to involve employees of the enterprises and organizations, that do not have collective agreements with employees, that is these that cannot provide normative protection of their rights and interests, into trade union movements.

The fourth task is maximum available and transparent generating new knowledge, qualifications, and competencies for the labor youth.

The Federation of Trade Union's fifth task is re-training and re-qualification issues in accordance with the labor market in the near five years.

The Congress's delegates have considered and took decisions on all agenda issues: on the election of the Chairman of the Federation of Trade Unions of Kazakhstan, on the introduction of amendments to the Charter and the Provision on the Revision Commission, on the approval of the membership of the General Council and the election of the Revision Commission.

In general, the past Congress demonstrated a common view and the solid positions in some large social and labor organizations of Kazakhstan: the Federation brings together 21 sectorial trade unions and 17 territorial establishments of trade unions that have more than 1.7 million members.
