Discussion of leaders of Caspian littoral states concerning delimitation of legal status of Caspian Sea took place in Teheran

Constructive discussion of the leaders of Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan, concerning defining of the legal status of the Caspian Sea took place in Teheran on Tuesday, Kazakhstan president's administration press service informed the agency.

The press service reminded that "more than ten years the near-Caspian countries have been developing convention on the legal status of the Caspian Sea." "The value of this document is connected with the problem of property rights to the natural and, first of all, energy resources. Prior to the acceptance of the convention, Soviet-Iranian agreements dated February 26, 1921 and March 25, 1940 continued to operate. These documents establish the regime of freedom of navigation and fishery, but the questions of the use of its resources and nature protection were not regulated by the contracts," the message states.

In November 2003, the representatives of the Caspian littoral countries signed frame convention on protection of the sea environment of the Caspian Sea (the Teheran convention), which came into force on August 12, 2006. This was the first document accepted in the five-sided format. Its basic purpose is maintenance of ecological safety of this unique reservoir and protection of its natural wealth during development of hydrocarbon resources of the sea-bottom.

Three near-Caspian states - Russia, Azerbaijan, Kazakhstan resolved the issue of the northern part of the Caspian Sea, having signed in May, 2003 the tripartite agreement on the point of joint of lines of differentiation of adjacent sites of the bottom of the Caspian Sea. The document has legalized in the tripartite format the legal status of more than 60 % of bowels of the water area of the sea.

The stocks of hydrocarbon resources of the Caspian Sea are estimated within the limits of 18 billion tons. Each of five near-Caspian states has the interests due to natural resources in water area of the sea and its coast.
