The Kazakhstan side calls on countries to avoid unilateral actions.
Deputy Foreign Minister of Kazakhstan Galymzhan Koishybayev took part in the open debate of the UN Security Council on "Protection of civilians in armed conflict." The debate took place on May 22 at the UN headquarters in New York.
A press service of the Ministry of Foreign Affairs of Kazakhstan reported that in his speech Galymjan Koishybayev made a number of proposals based on the political appeal of President of Kazakhstan Nursultan Nazarbayev to the UN Security Council from 2017, aimed at strengthening the protection of civilians in armed conflicts and ensure compliance with international humanitarian law. He stressed the priority of preventive measures at the international and regional levels, including the eradication of the causes of conflict, while ensuring an inextricable link between peace, security and development. As an example of Kazakhstan's work in this area, Afghanistan was noted, which receives material, humanitarian and technical assistance in various spheres.
On May 23, 2018, the Kazakhstan diplomat took part in a Security Council briefing on the Middle East settlement, which underscored Astana's continued commitment to the formula of a two-state solution to the Israeli-Palestinian conflict, and called on both sides to avoid unilateral actions that could delay the achievement of an early and fair resolution of the conflict.
Also, at the debate of the UN Security Council, chaired by the Minister of Foreign Affairs of Poland, Jacek Czaputowicz, UN Secretary General Antonio Guterres and Director General of the International Committee of the Red Cross, Yves Daccord, delivered keynote speeches. In addition to members of the Security Council, the event was also attended by high-level representatives of about 70 states and a number of international organizations.
The meeting participants expressed grave concern over the growing number of civilian casualties as a result of armed conflicts. It was noted that tens of thousands of civilians are killed or injured in battle zones every year, 65.6 million people were forced to leave their homes, 128 million people need urgent humanitarian assistance.
Speakers urged all participants of conflicts to strictly observe the norms of international humanitarian law, including stopping attacks on medical infrastructure facilities, refusing to use explosive weapons in densely populated areas, and providing humanitarian access to those in need of assistance.
