U.S. shuts down USAID in Russia

The fact that the U.S. Agency for International Development (United States Agency for International Development, USAID) terminates its presence in Russia, announced Tuesday the U.S. State Department spokesman Victoria Nuland.

Kazakhstan Today - Tuesday, September 18, the U.S. announced the decommissioning activities the Agency for International Development (USAID) in Russia - the largest foreign sponsor of Russian NGOs, which spend on their support over $ 100 million a year, the newspaper "Kommersant" reports.

The fact that the U.S. Agency for International Development (United States Agency for International Development, USAID) terminates its presence in Russia, announced Tuesday the U.S. State Department spokesman Victoria Nuland.

"The U.S. has recently learned from the Russian government about the decision to put an end to the activities of USAID in Russia. We are very proud of what USAID achieved in Russia over the past two decades, and we will continue to work with our partners and staff to responsibly end the USAID program or transfer powers. Although physical presence of USAID in Russia came to an end, we remain committed to supporting democracy, human rights and the development of a healthy civil society in Russia," she said.

The Kremlin denies that the Russian authorities made USAID stop work in Russia.

"As with all foreign agencies, to carry out the financial support of Russian NGOs, American USAID had to obey the legal norms of the Russian Federation. As long as Americans are subject to these regulations, any decision on the termination of the agency activity in the country we, of course, could not take," presidential press secretary Dmitry Peskov told "Kommersant".

USAID's demonstrative departure is the largest conflict in the past five years between Moscow and the West on issues of democracy and human rights in Russia. The last time a foreign government agency of that level left Russia in 2007, that time also the British Council closed its offices, which the Russian authorities accused of tax evasion and violation of Russian law, "Kommersant" says.

In Kazakhstan, USAID works since 1992. As stated on the website of the organization, USAID is assisting the Government of Kazakhstan in implementing reforms in the economy, social services, particularly in health care, as well as in the development of a democratic society.
