Astana joint session of Parliament Chambers began its work

Astana. May 16. Kazakhstan Today - The joint session of the Chambers of the Parliament where the President of Kazakhstan Nursultan Nazarbayev will present the bill on amendments and additions to the Constitution of the Republic Kazakhstan began its work in Astana, the agency reports.

75 Majilis deputies and 35 Senate deputies are taking part in the session. "There is necessary quorum," the Chairman of Majilis of the Parliament Ural Mukhamedzhanov said opening the session.

The government members headed by the Prime Minister Karim Masimov, the representatives of the president's administration, oblast akims, akims of Astana and Almaty are participating in the session.

Amendments to the Constitution that 80 % are based on the proposals developed by the state commission on democratization that changes the form of government. "The range of powers of the Parliament extends to the extent that there is basis to speak about transition from the presidential form of governing to presidential-parliamentary," the Chairman of the Constitutional Council Igor Rogov said on Monday.

The project of amendments in the Constitution, according to the current legislation, is considered by the Parliament not less than in two readings and is accepted in final reading if the Parliament has not less than three quarters of voices of the general number of deputies of each of the Chambers.
