Government drafted national budget for 2013-2015

The budget income is expected to make 4 415.1 billion tenge in 2013 increasing by 178.2 billion tenge against 2012; 5 707.1 billion tenge in 2014 increasing by 292 billion tenge against 2013; 6 388.2 billion tenge in 2015 or 681.1 billion tenge more than in 2014.

Almaty. August 28. Kazakhstan Today - A draft Law "On the national budget of Kazakhstan for 2013-2015" was adopted at the session of the Government today. The bill aims at implementation of the instructions given by the President of Kazakhstan in his recent Address to the Nation and his article "Social Modernization of Kazakhstan: 20 Steps toward Society of Universal Labor", Kazakhstan Today reports.

As the Prime Minister's official website informs with reference to the Ministry of Finance, the budget income is expected to make 4 415.1 billion tenge in 2013 increasing by 178.2 billion tenge against 2012; 5 707.1 billion tenge in 2014 increasing by 292 billion tenge against 2013; 6 388.2 billion tenge in 2015 or 681.1 billion tenge more than in 2014.

Thereat, the budget revenues will make 3 828.4 billion tenge in 2013 increasing by 212.6 billion tenge against the plan for 2012. The budget expenditures will reach 6.2 trillion tenge in 2013 increasing by 183.5 billion tenge against the plan for 2012, 6.5 trillion tenge in 2014 increasing by 256.7 billion tenge against the plan for 2013 and 7.1 trillion tenge in 2015 increasing by 658 billion tenge against the plan for 2014.

It should be noted that 6.7 billion tenge is provided for social modernization will make 6.7 billion tenge over three-year period, for social provision and social assistance - 4 583.5 billion tenge, for implementation of the Employment - 2020 Program - 293.6 billion tenge, for education and science - 1 252.1 billion tenge, for healthcare - 1 644.2 billion tenge.

"The expenses for culture and information will reach 161.5 billion tenge, KZT 514.1 bln will be allocated for Affordable Housing - 2020 Program, KZT 93.3 billion for the Housing and Utilities Modernization Program, KZT 214.3 billion for Ak Bulak- 2020 Program, 629.2 billion tenge for the agro-industrial complex development," Minister of Finance Bolat Zhamishev said at the session.

Besides, KZT 1 287.6 billion will be provided for defense, public order, national security and prevention of emergency situations. Expenditures of law-enforcement and specialized agencies will make 1 440 billion tenge.

The draft budget also outlines expenditures for innovative development amounting to 5.4 billion tenge annually, for promotion of export of Kazakhstani goods and attraction of investments - 2.1 billion tenge annually, for the Productivity - 2020 Program - about 1 billion tenge and for the Business Road Map - 2020 Program - 106.6 billion tenge in 2013-2015.

Besides, 936.5 billion tenge is planned to be allocated for implementation of projects in the field of transport infrastructure. Implementation of "Western Europe - Western China" project, "Beineu - Aktau - border with Turkmenistan", construction and reconstruction of the national and local roads as well as financing of the regular domestic transportations, development of river and water transportation will be continued at the expense of these funds.

KZT 22.4 billion is also planned to provide for completion of the construction of Khorgos - Zhetygen railway, Beineu - Bozoi - Akbulak gas pipeline, reconstruction of a high voltage power line.

Fund totaling 191.7 billion tenge will be allocated for implementation of the Regions Development and Development of Single-industry Towns for 2012-2020 Programs. This includes 29.5 billion tenge for development of regions and 34.1 billion tenge for development of single-industry towns.

The bill was submitted for consideration of the Majilis of the Kazakh Parliament.
