Kazakhstan Agency for Civil Service developed concept of reforming of personnel policy

Kazakhstan Agency for Civil Service has developed the concept of reforming of personnel policy, the chairman of the agency Gabidulla Abdrakhimov informed on Saturday during the round table - State Personnel; Policy of Kazakhstan: Goals, Principles, Content, and Mechanism of Maintenance of Effective Realization, the agency reports.

Kazakhstan Today - Kazakhstan Agency for Civil Service has developed the concept of reforming of personnel policy, the chairman of the agency Gabidulla Abdrakhimov informed on Saturday during the round table - State Personnel; Policy of Kazakhstan: Goals, Principles, Content, and Mechanism of Maintenance of Effective Realization, the agency reports.

According to G. Abdrakhimov, shortcomings existing in the personnel policy can be divided into three types. The first is imperfection of personnel selection procedure. "We introduced the reforms and competitive selection system, but we can not say this system helps or encourages the most qualified people to occupy positions in state organizations," the agency chairman said.

The second block is connected with the state service itself. "We still have not introduced performance appraisal system and result-based payment system.

The problems exist in state employees' attestation. "Some chairmen use attestation institute to get rid of disagreeable employees. We would also like to modernize this system," G. Abdrakhimov said.

"The issues connected with resignation, such as lowering of social status when an employee resigns. We face this problem when an employee reaches retirement age: the thought of retirement causes fear," the agency chairman said. To avoid this, the concept provides bonuses for those employees who have exceptional resume and necessary work experience in state organizations.

"The concept will be adopted in September. In autumn we will bring it to the Parliament to introduce amendments to the Law on State Service and other laws. We would like this system starts working since January 1, 2009. There will be a conference in our agency on June 17. We expect participation of the President of Kazakhstan Nursultan Nazarbayev who will inform us of new approaches to further reforming of state service," Abdrakhimov said.

According to the agency, average age of state employees in Kazakhstan - 39, average length of service - 9 years. Last year there were organized 13 196 competitions with participation of 37 330 people, 2.8 people for one place.

Employees' turnover reaches 15.7 % (in European Union- about 3 %). At present, state organizations have 104 152 positions. 8187 employees work in Astana central state bodies. State employees are of 65 nationalities. 42 % of state employees are male and 58 % - female.
