Astana. October 17. Kazakhstan Today - Kazakhstan insists on the principle of division of seawater of the Caspian Sea by internal waters, the territorial sea, fishing zones and common water zone. The President of Kazakhstan Nursultan Nazarbayev stated on Tuesday at the summit of the Caspian littoral states in Teheran.

"We still adhere to the principle of division of the seawater of the Caspian Sea by internal waters, the territorial sea (not less than 12 sea miles), fishing zones (25-30 sea miles) and the common water zone. We consider this variant as the most acceptable and meeting the interests of all near-Caspian states. Thus, the focus should be not on the names, but on defining of width and legal regime of the specified zones," N. Nazarbayev emphasized.

"The external boundary of the territorial sea, in our opinion, should be the state frontier, within the limits of which the coastal state will carry out the exclusive jurisdiction and possess all fullness of authority," he considers.

In the opinion of the leader of Kazakhstan, "the corresponding party should possess all rights to fishery in these zones." "In the open sea the near-Caspian countries will have the right to freedom of navigation and fishery on the basis of the coordinated quotas of catch and licensing activities," he explained.
