Kazakhstan to introduce compulsory insurance of doctors' professional liability for health detriment

Almaty. July 10. Kazakhstan Today - Kazakhstan will introduce mandatory professional liability insurance for doctors for health detriment, Kazakhstan Today reports.

Government of Kazakhstan is instructed to study by July 1, 2013 the introduction of a mandatory medical professional liability insurance for damage to the health of citizens in the absence of negligence of medical professionals, President of Kazakhstan, Nursultan Nazarbayev says in his article "Kazakhstan's social modernization: Twenty Steps to a society of universal labor", published in the official media.

According to President, during the last 10 years the birth rate increased by 25%, and overall mortality reduced by 11%. During this time, the funding for the health system was increased more than 10 times (from 1.9% in 2002 to 3.1% of GDP in 2011). There are all conditions for the development of advanced medical technologies. In 2011 more than eight thousand surgical procedures on heart were carried out. About 180 telemedicine centers operate in the country.

"At the same time only in 2011 more than two thousand people complained about the quality of medical care, breach of the rules of provision of a guaranteed free medical care in the regions. There are cases of medical errors leading to injury and loss of patient, lawsuits over this issue," President said.

In this regard, he noted the need to increase the responsibility of local agencies for conducting of effective health policies, develop measures to ensure legal and financial protection in case of medical errors.

On the other side, the head of state pointed out that there is a question of people's responsibility for their health. "If people of Kazakhstan, especially men, were treated in time, their lifetime would rise. However, many are negligent to their health, in fact, do not want to be healthy", he said.

"The long-term issue of modernization - the development of such form of health insurance, under which responsibility for health is shared by three: the man, his employer and the state," the article says.

Also, according to President, the problematic issue is the registration of a large number of drugs in the country. It is necessary to adopt a package of measures to improve the "drug" literacy of the population.
