Astana. November 6. Kazakhstan Today - The OSCE member states still do not have common opinion concerning presidency of Kazakhstan in 2009. The representative of the center for prevention of conflicts of OSCE secretariat Armands Pupols stated today during the seminar-lecture - OSCE - history of development, structure, and activity in the Senate of Parliament.

"Now it is hard to tell anything regarding the positions of the countries, but they are changing. There are very intensive negotiations going on between the delegations. Many countries have not clarified their positions," the OSCE representative explained. For example, at present friction between the east and the west from Vienna exist in OSCE, there are different opinions. Therefore, it is very difficult to draw up OSCE general strategy," A. A. Pupols emphasized that presidency of Kazakhstan in OSCE "can contribute to more trust between the east and the west."
