President declared dissolution of Majilis (extended version)

Astana. June 21. Kazakhstan Today - The President of Kazakhstan Nursultan Nazarbayev declared dissolution of the Majlis, the Lower House of the Parliament, of the third convocation, the agency reports.

Today N. Nazarbayev held necessary consultations with the Speakers of the Kazakh Parliament of both Houses and the Prime Minister. They agreed to dissolve the Majilis of the Parliament of Kazakhstan of the third convocation.

"If your decision is final and you will not change your mind, I make the decision to dissolve Majilis and call new elections," Nazarbayev said.

"Considering the fact that your address is the collective will of elected representatives supported by our national party Nur Otan, I would like to assure that I have a serious attitude to this step. I consider all pros and cons and I should make a decision, which most conforms to the interests of the development of our country," the President emphasized.

The President read the project of the decree on dissolution of Majilis of the Parliament and call of extraordinary elections. "According to sub item 2, clause 44, item 1, clause 63 of the Constitution, clauses 85, 87 of the Constitutional Laws On Elections in Kazakhstan, I decree to dissolve Majilis of the Parliament of the Republic Kazakhstan of the third convocation; to call extraordinary elections of Majilis deputies elected by party lists on August 18, 2007; to call extraordinary elections of Majilis deputies elected from the Assembly of People of Kazakhstan on August 20, 2007; to establish promotion of Majilis candidates elected by party lists will start on June 22 and end on July 11," the text of the document states.

The President charged the Central Electoral Commission to endow with preparation and carrying out of elections. The akims and the government is entrusted to urgently take measures provide material and financial maintenance of elections. "The decree inures from the date of publication," the President emphasized.

At present, the Majilis of Parliament consists of 77 deputies, 10 members had been elected on the basis of a proportional representation voting system. The constitutional amendments adopted in May allow increasing the number of Majlis members up to 107.
