60% of socially important public services should be rendered in electronic format by the yearend

Mobile Public Service Centers already function in the country. New Center for vehicles registration and issuance of driver's licenses are also established.

Almaty. August 15. Kazakhstan Today - Modernization of the Public Service Centers will allow to improve the quality of public services rendered to the population, Kazakhstan Today reports.

As the Prime Minister's official website writes, mobile Public Service Centers already function in the country. New Center for vehicles registration and issuance of driver's licenses are also established.

"60% of socially important public services including all types of licensing should be rendered in electronic format by the end of 2012. All official permits should be issued to Kazakhstanis in electronic format as well or via the Public Service Centers starting in 2013," President of Kazakhstan Nursultan Nazarbayev said in his Address to the Nation.

Specialized Public Service Centers for registration of vehicles and issuance of driver's licenses will be opened in 4 regions of Kazakhstan this year.

As the Ministry of Transport and Communications informs, technical preparation of information system for establishment of the Centers is underway in Astana, Almaty, Aktau and Karaganda. Such Centers will be gradually established in the other regions of the country starting in 2013. It is worth noting that the system of "automated motordrome" will be applied in the new centers to exclude the impact of employees on the results of practical exams.

Besides, mobile Public Service Centers will be launched in 16 regions of the country to visit remote rural areas and render services to the population there.

Another 56 mobile centers will be launched by the yearend. As the Ministry informs, mobile centers rendered 81444 public services and made 3699 visit to the rural areas over the first half of the year.

New business processes of rendering public services are introduced in 28 Public Service Centers. Besides, online reception of citizens by the heads of the central government bodies was launched. A Situation Center aimed to ensure feedback and video monitoring of the activities of the Public Service Centers online was established. Besides, 3102 employees of the Public Service Centers underwent certification aimed at improvement of the quality of rendering public services in the first half of the year.

Currently, Public Service Centers render 59 types of services of 7 government authorities. Thereat, the government bodies currently introduce amendments to the Register of Public Services that will result in an increase of the number of rendered services to 165 types.

Transfer to new forms of the work of the Public Service Centers will allow to optimize the procedures of documents issuance, improve the quality of public services and create instruments for their monitoring and quality assessment.
