"Owing to the amendments introduced in the Constitution in 2007, the status of maslikhats - local representative body - has noticeably increased.

According to the chairman of president's administration of Kazakhstan, Kayrat Kelimbetov, "maslikhat as the representative body elected by local population for solution of local problems became the core of local self-government." "Maslikhats now represent effective authoritative institute. Their role increases in the context of expansion of powers and greater accountability of local agencies," he emphasized.

According to Albert Rau, akim of Akmola oblast, the system of local self-government functioning today requires improvement. The regions need the law that will differentiate powers of local and central authorities, thus, will completely exclude duplication of functions.
