Dariga Nazarbayeva interview to Kazakhstan Today news agency


Kazakhstan Today: Dariga Nursultanovna, recently the constitutional council of Kazakhstan made a decision due to the address of the group of deputies of the Parliament to the constitutional council on the order of introduction of amendments to the Constitution of the country regarding new powers of the Parliament. How can you estimate it?

D. Nazarbayeva: The answer is obvious. This decision means the necessity of extraordinary elections in Majilis of the Parliament of Kazakhstan.

My attitude to this prospect is positive. The political system of the country has quite ripened for moving further, not waiting for the next elections of 2009.

This step meets the interests of democratic progress of Kazakhstan and the objectives of the modernization of our country. I consider that the political reform, which in fact has started with adoption by the Parliament of the Constitution amendments of the country, should already start to be realized.

The important place in the reform occupies the norms concerning expansion of the role and place of the parties in political system of Kazakhstan and the questions of strengthening of the role of representative bodies of authority.

The first major step in the work that needs to be undertaken - elections of the new Parliament according to party lists.

Kazakhstan Today: Elections to the new Parliament according to party lists create essentially new political situation in the country. We can observe how dynamically the process of integration of parties, new associations and alliances are being formed. How will Nur Otan Party in these new conditions organize its work, what will be its pre-election position?

D. Nazarbayeva: We are really observing the increase of activity of political parties. And this is good. Development of political parties meets the requirements of democratic development and strengthening of civil society.

You know, last year was saturated enough for Nur Otan Party. The party has undergone an uneasy stage of uniting around itself all political forces of the country, which support the policy of the President N. Nazarbayev. This stage, I consider, has passed successfully.

I believe, that invaluable political and organizational experience acquired by the party during presidential campaign of 2005 within the limits of the National coalition of Kazakhstan, creates good basis for victory of our party in the forthcoming parliamentary elections and maslikhat elections.

Today political power of Nur Otan is steadily increasing. It is necessary to recognize that substantially the authority of the party is the authority of our leader, Nursultan Nazarbayev. The parties during this election campaign should do greater work to prove, first of all to Kazakhstan citizens, that it conforms to the authority of the leader of the party, his purposefulness, and the skills to achieve the planned result.

Cancellation in the constitutional reform of prohibition of membership in political parties of the leader of the state means that Nursultan Nazarbayev can officially head Nur Otan Party and lead it to the elections. This will be a matter of the President' choice.

Kazakhstan Today: The President N. Nazarbayev said that the party Nur Otan should focus on youth in its work, politically active layer of the population. How will it be reflected on pre-election party strategy?

D. Nazarbayeva: The party is first of all people. Their common faith will be capable of making wonders.

New elections are a possibility for the party uniting former members of parties Otan, Asar, Civil Party, Agrarian party, positively show itself, its civil maturity and responsibility.

I attach great value to development of youth wing of the party. Contemporary youth is a new generation, weighted down by historical burden of the past that was not always positive. Our youth in the best sense of the word is ambitious. Election campaign and active political work give the youth good chance for realization of their civil potential.

I would like to speak about such electoral resource, as the Kazakhstan women. It is considered that women should carry the main burden of everyday problems on their "fragile" shoulders and in general everything that "valorous" men would load them.

Only during "peace" time and during elections women are preferred to be pushed aside reminding them about their role in their homes. I am assured that Nur Otan Party in the forthcoming election campaign will demonstrate gender sensitivity and will entrust women with not less than 30 % of places in the party list showing good example to other parties.

Kazakhstan Today: Dariga Nursultanovna, dramatic events around Nurbank, rigid information pressure generated false rumors and hasty conclusions. The majority of these rumors were quickly denied as well as appeared.

D. Nazarbayeva: Really, the situation, to put it mildly, has developed very uneasy. I am personally concerned. However, the word "concerned" is not quite fitted here. These events changed my life. A certain part of our journalism benefited from the events - some outlets managed to noticeably increase their circulation due to making sensation out of the events. As they say, every cloud has a silver lining...

My relatives already understood for themselves, that the fact of being a member of the family of the President of Kazakhstan dooms them to steadfast and not always benevolent attention, which practically excludes an opportunity for private life. Nevertheless I did, I do and I will be doing everything to save my family from biased and hostile glance.

There are many rumors. I can confirm only one - about divorce. This has been a hard experience for my family. I can only add that this was achieved through suffering and a thought-out choice.
