The Coordinating Council's meeting in social protection of persons with disabilities was held on the base of the Kazakh Ministry of Labor and Social Protection of the Population under the chairmanship of Kazakh Deputy Prime Minister Yerbolat Dosayev.
The meeting was attended by representatives of the central and local government agencies, non-governmental and international organizations, Advisers to the Ministers and the Governors on disability issues.
The meeting's agenda included issues such as the realization of the rights of disabled people in the country, the development of strategies to follow the rights and to improve the life quality of disabled people for 2019-23, the development of an institution of Advisers on disability issues, as well as measures to develop inclusive education.
In 2017, up to 116.8 thousand persons with special needs received special social services, including 54 thousand disabled people.
As Kazakh Vice Minister of Labor and Social Protection of the Population noted, these days in order to simplify the social care procedure provided to those in need, and to provide them with the opportunity to choose for an social care organization, a system of the provision of special social services is modernized, in particular the development of alternative services in the non-government sector.
Thus, between 2009 and 2017, the number of non-governmental organizations had increased from 4 to 130.
In addition, one of the main tasks of the social protection of those disabled is to conduct the effective rehabilitation of children.
Since 2014 measures to conduct oral-aural adaptation of children with cochlear implants have been held. As of today, 870 children have undergone the oral-aural rehabilitation. It is planned that 350 disabled children receive the service this year, and 296.2 million tenges are envisaged to meet this plan," said Svetlana Zhakupova.
Also, the Ministry provides prosthetic/orthotic care to disabled people.
In 2015 a new service for children with disabilities to obtain, change and adjust oral procedures was introduced, and from 2017 - for people above 18. In 2018 it is planned to cover 171 people for the total amount of 719 million tenges.
In order to stimulate the adaptation of the people with special needs in a society, Invataxi (taxi for disabled people) has been functioning since 2010. This service is provided for disabled people of group 1 and 2, and for those with movement difficulties. Today Invataxi fleet contains 280 cars which are specially equipped to transport disabled people, including wheelchairs. The special taxi drives them at their work, training places, medical institutions, airports, stations, and at other social facilities.
The Action Plan to ensure the rights and to improve the life quality of disabled people in Kazakhstan has been gradually implemented since 2012.
Thus, according to the Plan, more than 17 thousand road signs and markers nearby the organizations providing services to disabled people have neem installed, 542 pedestrian crossings have been equipped with sonic devices, state social orders to develop the Invataxi service have been placed, as well as the broadcasting of news programmes on the 26 regional TV channels in sign language has been ensured, and the standards to provide disabled people with compulsory hygienic equipment have been increased and so on. Also, taking into account the needs of disabled people the list of technical compensatory means for rehabilitation has been broadened.
According to Svetlana Zhakupova, one of the important measures aimed at ensuring the rights of disabled people is their involvement in active employment measures.
Presently the implementation of the norms to establish quotas of workplaces for disabled people in the amount of 2 or 4 percent of the number of workplaces is conducted. As of the 2nd quarter of 2018, the quota has equaled 19.1 thousand disabled people. In addition, disabled people alongside with other vulnerable layers of the population have the right to take part in active employment measures in a priority order as part of the Programme for development of productive employment and mass entrepreneurship," said the Vice Minister.
As of September 1, 2018, out of 12 disabled people - the Programme's participants, 10.7 thousand people are employed, including 5.2 people who received permanent jobs.
Expenditure subsidies will be given to employers relating to the equipment of a special working place to hire disabled people.
Modern technologies can be found in any sector of life, including the sector of the provision of services to those in need.
As of today, 3D print technologies are applied to provide prosthetic and orthopedic care. It includes scanning, modeling a three-dimensional image with the help of a special software, printing components of a prosthesis.
In addition, in 2018 the Ministry tests a pilot project to provide the state service 'The determination of disability, the extent of disablement, and the need in terms of social protection measures' in an automated regime in 4 regions of the country (Karaganda, Akmola, Kostanay, West Kazakhstan regions). The wide switch will be conducted in 2019.
Following the Coordinating Council's meeting, proposals and recommendations to ensure the social protection of disabled people, to form equal possibilities for their lives and the integration in the society were worked out.
