Kazakhstan simplifies new drugs' registration in database

The database will be updated according to the decision of the Government.
Interior Minister Kalmukhanbet Kassymov in frames of the presentation of the bill "On procedure for the transfer of narcotic drugs, psychotropic substances and their precursors, firearms and their essential parts, ammunition, explosives and explosive devices where such items constitute material evidence in criminal cases" has announced the Parliament will take a decision on entry of different psychotropic substances’ data into Narcotic Drugs, Psychotropic Substances and their Precursors databank.

If the narcotic drugs are not on the list, the criminal proceedings are not initiated due to an absence of grounds for instituting criminal proceedings. This problem has a global character. We have analyzed the world practice and reach a conclusion the relevant law is needed, Kassymov stated.


According to him, the Ministry of Internal Affairs faced such a problem that when drugs are withdrawn, producers learn about it and change the formula, and it is infinitely updated.

Currently, the Parliament is considering the law about taking a decision on the Governmental level. In doing so we will accelerate the process (updating the database of narcotic drugs and their precursors), the head of the Ministry of Internal Affairs of Kazakhstan continued.

Moreover, the minister used Belarus as an example where the substance is acknowledged as drug narcotic by the decree of the Health Ministry.

In words of the Kassymov, the current database includes 10 types of narcotic drugs and psychotropic substances.

According to the speaker, drug dealers trade through a mobile application as they know when they will be brought to criminal responsibility due to in flagrante delicto.

Telegram mobile app is widely used by drug dealers. The best case scenario is arresting the consumer, not the dealer," Kassymov resumed.
