Kazakhstan's Ministry of Defense and Aerospace Industry presented a development plan of electronics industry

In Kazakhstan, a road map to develop the electronics industry for 2018-20 is designed. It was based on the stimulation of entrepreneurship activity, technological breakthrough and ensuring scientific and technical work. It was said by head of the Department of the Ministry of Defense and Aerospace Industry of the Republic of Kazakhstan Yernur Zhautikbayev at the site of the special economic zone Park of Innovative Technologies of Almaty.

Almaty held a visiting meeting of representatives of the Minister of Defense and Aerospace Industry of the Republic of Kazakhstan with manufactures and facilities of electronic industry. As of today, more than 110 companies are engaged that are engaged in the electronics industry, as well as about 350 software manufactures.

In December of 2017, the Electronic Industry Development Department was created under the Ministry of Defense and Aerospace Industry of Kazakhstan. In February, following the order of the minister, a Roadmap to develop the electronics industry for 2018-20 was designed. The Roadmap is based on the four main directions to develop the electronics industry: the stimulation of entrepreneurship activity, technological development, ensuring scientific and technical work and development of human capital.

We arrived to explain the provisions of the Roadmap, to hold a talk with colleagues. The current issues are to explain the roadmap, to discuss the register of trusted products and to hear proposals of entrepreneurs. The speakers explained that the measures would allow to strengthen the vulnerable aspects in the sector.

Head of the management of the Information Security Committee of the Ministry of Defense and Aerospace Industry of Kazakhstan Darkhan Akhmediyev explained that in order to develop entrepreneurship activity, the optimization of state services and reduction of customs tariffs would be carried out, as well as state support measures as part of licensing exports and imports were envisaged.

Technological breakthrough includes the creation of a register of trusted domestic products, formation of an association of producers, creation of a special design of technological bureau "Design Centre." A list of foreign enterprises on products of the electronics industry that are ready to localize the production in Kazakhstan will be established. A virtual site based on popular websites will appear.

For instance, the social network of Facebook can be a universal site that gathers production enterprises, scientific and technical and educational organizations. The issues to develop and promote domestic innovation products to the end consumer with the priority of the domestic technological development of the country will be resolved here. The main aim of the site will be interaction of Kazakhstan manufactures in the sphere of electronics industry with state bodies.

As part of the site, everyone can get familiarized with the current changes and news, exchange information and ideas regarding the electronics industry, discuss problematic issues and receive various measures of state support such as simplification of subsiding and crediting, ensuring consultative, information and educational support. That is, the site provides a considerable potential to develop domestic manufactures in the internal market and gives an opportunity to increased domestic production," said Darkhan Akhmediyev.


He noted that in the direction of ensuring scientific and technical work, the Ministry of Defense and Aerospace Industry will have a survey, technical forecasting and cybersecurity. The project a Single information system of Kazakhstan’s science will be organized, as well as an access to international bases of scientific and technical information was also ensured.

In order to improve the personnel, it is envisaged to design educational programs in robotics and electronics industry, improving qualifications of teachers, organization of qualitative secondary education.

Deputy chairman of the Information Security Committee of the Ministry of Defense and Aerospace Industry of Kazakhstan Duman Kuntubayev emphasized in the creation of a register of trusted products.

The Ministry reports on receiving applications to include them in the register, which will be formed in July. A special commission is being formed right now, it will select participants. The commission will be presented by employees of the empowered body, NCE Atameken, sectorial organizations, the Institute of IT sector development. Criteria to include products of the electronics industry and software were defined. The main correspondence of the products to the standards of information security, the unique right to output products, the total amount of payments for presenting the user rights of the software should be less than 30% of the annual revenue of the right-holder," said Duman Kuntubayev.
