Ministry of Agriculture pointed out agricultural cooperativesИ development problems

According to data of the First Vice Minister of Agriculture, there is 42% formally established agricultural cooperatives in the country.
First Vice Minister of Agriculture of Kazakhstan Arman Yevniyev reported on the further development of agricultural cooperation during today’s government session.

Mr. Yevniyev informed that according to the statistics 2849 cooperatives with an association of more than 62 thousand people registered as of April 1 this year.

Following the review of the Administration of the President, a number of problem issues, retarding agricultural cooperation’s development have been unveiled. It is a great part of non-operative -18% and formally established cooperatives -42%, problems with processing and marketing of products produced by cooperative members, insufficient measures to stimulate the development of cooperatives, lack of agricultural land, as well as inconsistency of governor offices’ data with statistical data," the First Vice-Minister said.

Besides, the speaker voiced key problems of the agriculture complex, to the resolving of which agricultural cooperation assists: low labor productivity; low competitiveness of products, as a result -unemployment of processing enterprises; low technical equipment; lack of knowledge; low profitability from the sale of products; high overhead.

And when we compared the established indicators of the current State Program, we found out that they do not allow us to assess the degree of a solution of the above problems and motivate the participants of cooperatives and local executive bodies to additions and falsifications of indicators. Therefore, it was necessary to replace the current target indicators. a constant increase in labor productivity and competitiveness of participants in agricultural cooperation" explained Yevniyev.


According to the First Vice Minister, it is offered to introduce three measurable key factors with an annual growth not less than 10 percent: the growth of labor productivity of cooperatives’ participants, the growth in revenues from the sale of products (including exports) and the provision of services, the growth of investment in fixed assets of agricultural cooperatives.

The proposed target indicators stimulate the participants of cooperatives and local authorities to the economic analysis of the whole chain of production and technological and marketing processes, to identify and eliminate constraints," Arman Yevniyev announced.
