OSCE highly estimates ratification of International Civil and Political Rights Pact in Kazakhstan

Astana. May 11. Kazakhstan Today - OSCE highly estimates the ratification of the International Civil and Political Rights Pact in Kazakhstan. The Head of the OSCE Center in Almaty Ambassador Ivar Vikky informed today during the seminar "International Civil and Political Rights Pact: the content and main principles of analysis and implementation", the agency reports.

The fact of International Pact on Civil and Political Rights ratification in Kazakhstan "is the acknowledgement of political will to carry out further democratic transformations in the Republic ".

I.Vikki emphasized the importance of Kazakhstan joining two Optional Protocols of the Pacts, one of which is directed at canceling death penalty and another provides an opportunity to the persons, victims of infringement of one of the rights, stated in the Pact, to address to the United Nations human rights committee.

Now Kazakhstan citizens do not have the opportunity to use international tools to deal with individual addresses regarding infringement of their rights regulated in the international legal agreements," the Ambassador reminded. "It is necessary to resume a wide discussion in Kazakhstan on joining the Protocols".

I.Vikki noted "the implementation process is complex and cannot be carried out momentary". However, the Ambassador considers that "it should begin in the nearest term" as Kazakhstan is to present the report on the Pact implementation in April, 2007.
