Drug gangs escalated after the political upheaval in Kyrgyzstan. This was announced at an international conference "Ten Years along the Path of Security and Cooperation: Success Stories to Counter Modern Threats and Challenges within the SCO, by Deputy Chief of Staff of the State Service for Drugs Control Urmat Abrybekov, 24.kg news agency informs.

According to him, "now, analysts say, Kyrgyzstan experiences a process when large number of small criminal groups, earlier divided by clannishness, national origin or related grounds, are replacing with several well-organized (drug) cartels with a clear hierarchy and links in the near and far abroad."

Urmat Abrybekov cited figures to confirm this trend: in 2010, all law enforcement agencies in Kyrgyzstan revealed 1, 543 drugs offends, which is 18.2 percent more than in 2009. However, despite the decrease in the number of crimes detected, there is an increase in volume of seized drugs and psychotropic substances.

According Urmat Abrybekov, in 2010, all law enforcement agencies of the Kyrgyz Republic seized 8.34 tons of drugs that is 149 kg more than in 2009.

"The reasons for reducing the detection of drug-related crimes in 2010 were the April revolution and the events of June in the south. Starting from April 2010, almost all law enforcement agencies had been working in emergency mode ensuring public order, and thus they did not sufficiently pay attention to the fight against drug crimes," he said. In addition, one of the reasons for the deterioration has become, in his words, the elimination of the Drug Control Agency in October 2009.

"Since that time, Kyrgyzstan was left without a specialized unit, which also only worsened already negative impact on countering drug-related crimes," stated Urmat Abrybekov.

On Monday, the CSTO Secretary General Nikolai Bordyuzha said that security forces, subordinated to the deposed president of Kyrgyzstan Kurmanbek Bakiyev, controlled drug trafficking in the country. He noted that the new leadership of the Kyrgyz Republic needs help - in particular, in financing and training of personnel."
