Current Issues of Kazakhstan-China Cooperation Discussed at the Ministry of Foreign Affairs of Kazakhstan

Kazakh President Kassym-Jomart Tokayev has sent a congratulatory telegram to Montenegrin President Jakov Milatović on the occasion of Statehood Day, the Akorda presidential press service reported.

President Tokayev noted that Kazakhstan highly values its longstanding cooperation with Montenegro, which is based on friendship and mutual respect.

He also stressed that President Milatović's recent official visit to Astana marked an important milestone in the development of bilateral relations and created new opportunities to expand cooperation across a broad range of areas.

President Tokayev wished Jakov Milatović continued success in his public service and extended his wishes for peace, prosperity, and well-being to the people of Montenegro.

 

Ambassador of the Republic of Kazakhstan to India, Azamat Yeskarayev, paid a working visit to the State of Gujarat, where he held meetings with the state leadership and representatives of leading Indian companies, Ministry of Foreign Affairs of the Republic of Kazakhstan reports.

During the talks with the Chief Minister of Gujarat, Bhupendrabhai Patel, agreements were reached on expanding trade, economic and investment cooperation, launching direct flights on the Almaty-Ahmedabad-Almaty route, implementing joint pharmaceutical projects in Kazakhstan, as well as establishing sister-city relations between Astana and Gandhinagar.

At the meeting with the Governor of Gujarat, Acharya Devvrat, the parties discussed prospects for cooperation in the agricultural sector, including increasing exports of Kazakh agricultural products and implementing joint investment projects. The Kazakh side also received an invitation to participate in the "Vibrant Gujarat Global Summit 2027", to be held in January 2027.

During the discussions management of the diversified conglomerate "Adani Group" representatives of the Indian business community expressed strong interest in entering the Kazakh market and noted that the company's total potential investment in Kazakhstan could amount to approximately 5 billion USD. The projects under consideration include the implementation of large-scale infrastructure initiatives, the construction of a coal-fired power plant, and the establishment of a modern data center in the city of Ekibastuz.

In addition, the Ambassador held meetings with representatives of the state's leading business associations and chambers of commerce (ICC, FICCI and GCCI), presenting Kazakhstan's investment potential.

The cultural program of the visit was complemented by the screening of a thematic video dedicated to the National Dombra Day. The international audience was introduced to a part of the rich historical and cultural heritage of the Great Steppe and the Golden Horde, while also gaining insight into the sacred significance of this ancient musical instrument for the Kazakh people.

Gujarat is one of India's main economic engines, located in the western part of the country. With a population of around 74.3 million people, the state generates a powerful Gross State Domestic Product (GSDP), which is projected to reach 350 billion USD by the 2026-2027 financial year, maintaining an annual growth rate of over 10%.

A distinctive feature of the region's economy is its strong industrial base, with industry accounting for approximately 44% of its Gross State Domestic Product (GSDP). The industrial sector is driven by petrochemicals, pharmaceuticals, and textiles, while the city of Surat holds a leading position in the global diamond processing industry, where up to 90% of the world's diamonds are cut and polished.

 

Ambassador of the Republic of Kazakhstan to the Czech Republic Kairat Abdrakhmanov held a meeting with the Petr Angyalossy, President of the Supreme Court of the Czech Republic, Ministry of Foreign Affairs of the Republic of Kazakhstan reports.

The meeting provided an opportunity for a substantive exchange of views on the development of the judicial systems of both countries, the promotion of the rule of law, and the role of an independent judiciary in safeguarding human rights and fundamental freedoms.

Particular attention was devoted to the political and legal reforms being implemented in Kazakhstan, aimed at enhancing the effectiveness of public institutions, strengthening the protection of human rights and further advancing the rule of law. In this context, the significance of the new Constitution of the Republic of Kazakhstan, adopted through a republican referendum on 15 March 2026 and entering into force on 1 July 2026, was highlighted as a cornerstone for the continued modernisation of the country's justice system and the consistent implementation of the "Law and Order" principle.

President Angyalossy, in turn, noted the modern character of the new Constitution of the Republic of Kazakhstan, observing that its provisions reflect significant progress in strengthening democratic values within both society and the state.

The parties also discussed current developments in judicial practice, measures aimed at enhancing public confidence in the administration of justice, and opportunities for expanding cooperation and the exchange of expertise between the legal communities of Kazakhstan and the Czech Republic. They further underscored the importance of cooperation within the framework of the European Commission for Democracy through Law (Venice Commission), as well as the effective implementation of relevant international conventions in the field of justice.

The meeting reaffirmed the shared commitment of Kazakhstan and the Czech Republic to further strengthening dialogue on legal and judicial matters and deepening institutional cooperation between their respective judicial authorities.

 

Saulekul Sailaukyzy, the Ambassador of Kazakhstan to Morocco held a meeting with Rita Maria Zniber, the President and CEO of Diana Holding, Ministry of Foreign Affairs of the Republic of Kazakhstan reports.

The parties discussed specific areas of potential cooperation in the agro-industrial sector. The Kazakh side expressed interest in supplying flour, vegetable oils, and grain crops to the Moroccan market, which could be integrated into Diana Holding's distribution network.

The Ambassador highlighted the steady growth of bilateral trade between the two countries, noting that since the Embassy's opening, trade turnover has increased by 68% and exceeded USD 460 million by the end of last year. In this connection, the Moroccan side was briefed on Kazakhstan's export potential, particularly in agricultural products. The parties explored the possibility of engaging Diana Holding as a partner for promoting Kazakh grain and processed grain products not only on the Moroccan market, but also across West Africa, where the group maintains a well-developed distribution infrastructure.

The Ambassador also presented Kazakhstan's investment opportunities in the agro-industrial complex and invited Diana Holding to consider joint investment projects, including in the processing of agricultural products and the establishment of production facilities in Kazakhstan.

The parties expressed mutual interest in continuing the dialogue and working out practical steps to advance the partnership, including possible business delegation visits and the organization of dedicated meetings between Kazakh exporters and Diana Holding representatives.

Diana Holding is one of Morocco's largest agro-industrial groups, comprising more than 30 subsidiary companies with a total workforce exceeding 7,000 employees. The group ranks 2nd among agricultural companies and 7th among the country's largest private groups, managing over 8,300 hectares of land.

 

The Embassy of the Republic of Kazakhstan in Japan in cooperation with the Japan Organization for Metals and Energy Security (JOGMEC) held an investment seminar in Tokyo dedicated to developing cooperation in the mining and critical minerals sectors, Ministry of Foreign Affairs of the Republic of Kazakhstan reports.

The seminar was held in implementation of the directives issued by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, following his official visit to Japan in December 2025. The event brought together representatives of around 30 leading Japanese corporations engaged in ensuring Japan's energy security.

During the seminar, Japanese investors received comprehensive information about Kazakhstan’s investment opportunities in the mining industry. Representatives of the Ministry of Industry and Construction of Kazakhstan briefed the participants on current legislation, subsoil use rights mechanisms, and state support measures for investors. The National Center for Technological Forecasting of Kazakhstan presented an overview of the country’s mineral resource potential, industry development prospects, and opportunities for joint projects. "Zhezkazganredmet" JSC presented investment projects in the exploration, extraction, and processing of rare and rare-earth metals, highlighting promising areas for cooperation with Japanese partners. The National Geological Service of Kazakhstan introduced the results of geological exploration works and digital geological data tailored to the interests of foreign investors.

JOGMEC’s Senior Councilor Hiroshi Shimotori noted that Kazakhstan possesses significant resource potential and wide opportunities for developing the processing of critical minerals. He emphasized that, amid ongoing volatility in global markets, Japan intends to build a long-term and mutually beneficial partnership with Kazakhstan in this field.

The practical outcome of the seminar was a series of B2B meetings, during which participants exchanged contacts and explored opportunities for expanding cooperation between Kazakhstan and Japan to create resilient supply chains for critical minerals.

Following the official visit of the President of the Republic of Kazakhstan K.Tokayev to Japan on December 18-19, 2025, nine agreements were signed to develop cooperation in critical minerals, equipment supply and technology transfer.

 

Ambassador of the Republic of Kazakhstan to the Kingdom of Thailand Margulan Baimukhan met with Santitarn Sathirathai, Vice Minister of Finance of the Kingdom of Thailand, Ministry of Foreign Affairs of the Republic of Kazakhstan reports.

During the meeting, the parties discussed the current state and prospects of Kazakhstan-Thailand trade, economic, investment and financial cooperation, as well as ways to further improve the bilateral legal framework aimed at creating favorable conditions for expanding trade and investment. The Ambassador also briefed his interlocutor on the constitutional reforms being implemented in Kazakhstan and the upcoming parliamentary elections.

Ambassador Baimukhan noted that the official visit to Kazakhstan by Sihasak Phuangketkeow, Deputy Prime Minister and Minister of Foreign Affairs of the Kingdom of Thailand, held on 24-26 June 2026, had given new momentum to bilateral relations. During the visit, meetings were held with the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, and Deputy Prime Minister - Minister of Foreign Affairs of the Republic of Kazakhstan Yermek Kosherbayev. The two foreign ministries signed an Action Plan, while the Kazakhstan-Thailand Business Forum further demonstrated the strong interest of the business communities of both countries in expanding cooperation.

Particular attention during the meeting with Vice Minister Dr. Santitarn Sathirathai was paid to advancing the Convention for the Avoidance of Double Taxation and the Agreement on the Promotion and Mutual Protection of Investments, as well as enhancing cooperation with the Astana International Financial Centre (AIFC).

The interlocutors reaffirmed their mutual interest in further deepening bilateral economic, financial and investment cooperation and expressed their readiness to continue close interaction in implementing the agreements reached during the recent official visit of Deputy Prime Minister and Minister of Foreign Affairs H.E. Mr. Sihasak Phuangketkeow to Kazakhstan.

Bilateral trade between Kazakhstan and Thailand reached 255.1 million US dollars in 2025, representing a 7.8% increase compared to the previous year. Kazakhstan remains Thailand's largest trading partner in Central Asia. Considerable potential remains for expanding cooperation in investment, agribusiness, transport and logistics, the digital economy and tourism.

 

The Kazakh delegation is actively participating in the UN Counter-Terrorism Week taking place in New York from 26 June to 2 July. During the High-Level Conference, Kazakhstan presented its experience in repatriating its citizens from conflict zones in Syria and Iraq.

Particular attention was drawn to the testimony of one of Kazakhstan’s repatriated women, who addressed the audience from the UN podium as a special guest at the High-Level Conference.

She shared her personal story of returning to Kazakhstan and successfully reintegrating into society after overcoming numerous hardships and challenges.

During the Counter-Terrorism Week, Kazakhstan, together with other UN Member States, is participating in negotiations on the outcome document of the Ninth Review of the UN Global Counter-Terrorism Strategy, which will be adopted following the High-Level Conference.

On the margins of the Counter-Terrorism Week, the Kazakh delegation, together with the Central Asian countries, will host a specialized side event entitled "Central Asia’s Experience in the Prosecution, Rehabilitation and Reintegration of Returnees from Conflict Zones." The delegation will also hold a number of bilateral meetings with UN officials and international experts.

Kazakhstan has also been invited to serve as a speaker at several side events organized by international organizations and partner countries, including Russia and Jamaica.

Background: The repatriated woman (whose identity is withheld for security reasons) and her four children were returned to Kazakhstan in 2019 under the special humanitarian operation Zhusan, launched by decision of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev.

As a result of the Zhusan and Rusafa operations, more than 700 Kazakhstani citizens were repatriated to their homeland, the majority of whom were women and children.

 

The Ambassador of the Republic of Kazakhstan to the State of Kuwait Yerzhan Yelekeyev met with Reem Al-Fulaij, State Minister for Sustainable Development Affairs of the State of Kuwait, Ministry of Foreign Affairs of the Republic of Kazakhstan reports.

During the meeting, the parties discussed prospects for expanding Kazakhstan-Kuwait cooperation in the field of food security, as well as opportunities for implementing joint investment projects in the agricultural sector.

The Ambassador of Kazakhstan highlighted the country's significant agricultural potential as one of the region's leading producers of agricultural products and reaffirmed Kazakhstan's readiness to become a reliable long-term partner in strengthening Kuwait's food security. In particular, he presented Kazakhstan's capabilities in supplying wheat, beef, lamb, poultry, vegetable oils and other agricultural products, as well as opportunities for attracting Kuwaiti investment into modern agricultural production and food processing facilities in Kazakhstan.

Particular attention was paid to Kuwait's plans to establish a specialized economic zone focused on agricultural processing. In this regard, the Kazakh side proposed considering a production and logistics model under which Kazakhstan could serve as a reliable production base supplying raw materials and finished products to Kuwait's future processing facilities.

The parties also discussed prospects for linking the under-construction Gulf Railway network with international transport corridors passing through Kazakhstan, primarily the International North-South Transport Corridor. It was noted that, in the future, such connectivity could help establish more efficient logistics chains for the supply of Kazakh agricultural products to the Gulf region.

For her part, Reem Al-Fulaij reaffirmed that food security remains one of Kuwait's key national priorities. She expressed Kuwait's interest in expanding cooperation with Kazakhstan, including through investment projects in the agricultural sector, the development of joint production facilities and the expansion of long-term imports of Kazakh agricultural products to the Kuwaiti market.
