Kazakhstan to Require Re-registration of SIM Cards When Transferred to Other Users

Residents of Kazakhstan will be required to re-register subscriber numbers when SIM cards are transferred to other individuals, the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan announced.

The ministry recalled that Kazakhstan has adopted a law aimed at developing the telecommunications market and data processing centers. Under the legislation, subscriber numbers and mobile devices must be re-registered when they are permanently transferred to third parties for use.

A separate section of the law focuses on protecting telecommunications infrastructure and combating fraud. The legislation also updates licensing requirements for Internet access services, IP telephony and trunked communication services, the ministry said.

To help protect citizens from telephone scams, the law introduces caller identification labeling for calls made by legal entities. This will allow subscribers to distinguish official calls from potentially suspicious ones.

In addition, restrictions will be introduced on the import of mobile signal boosters, known as repeaters, as part of efforts to improve the quality of mobile communications. The import of such devices will be permitted only for telecommunications operators.

Earlier, the National Bank of Kazakhstan warned of an increase in cases of telephone fraud.
