Bagdat Mussin relieved of his duties as digital development minister of Kazakhstan

By presidential order, Bagdat Mussin has been released from his post as the Minister of Digital Development, Innovations and Aerospace Industry of Kazakhstan, Kazinform News Agency cites Akorda.
He was born in 1983 in Pavlodar region and graduated from the Sultan Demirel University in 2004 and the Kazakh Institute of Law and International Relations in 2006.
Throughout his career, Mussin worked as the Chairman of National Information Technologies JSC and the Chairman of Kazpost JSC and also held several government posts.
He was designated to his recent post in September 2020. Prior to that he served as the advisor to the President of the Republic of Kazakhstan for digitalization and innovative technologies.

Over 90% of lands in Turkestan region treated against Moroccan locusts

As part of a working visit to Turkestan region, Deputy Prime Minister Serik Zhumangarin inspected the fields of the districts where mass treatment against locusts is being carried out, primeminister.kz reports.
Turkestan region is among the top-3 regions in terms of the largest areas to be treated. It was the first to enter the phase of active fight against the most dangerous locust species Moroccan locust. A total of 272 thousand hectares of land is to be treated, of which 252 thousand hectares have already been treated as of 19 May, which is 93%. In the coming days, work on the remaining 20 thousand hectares will be completed.
Over 360 people are engaged in processing of such huge areas of the region. These are inspectors, specialists from districts and cities of Turkestan and other regions, forecasting centre and even local residents. The work is done on foot, by cars, with the help of aeroplanes and drones. A total of 162,000 hectares are being treated from the ground, 107,000 hectares from the air, 1,000 hectares using knapsack sprayers, and 1.4,000 hectares using drones.
Serik Zhumangarin studied mechanisms and methods of treatment against locusts on site, talked to contractors who carry out the entire cycle of works against pests: from supply and storage of drugs to treatment services.
It should be reminded that in Turkestan region the whole cycle of services is being tested by one contractor as a pilot project. It is planned to switch to a centralised single procurement of services for locust control throughout the country next year.

Large companies to assist in construction and purchase of housing for flood victims in West Kazakhstan region

They inspected flooded dacha areas in Uralsk, visited Podstepnoye village of Terektinsk district, where construction of houses for flood victims is already underway, and met with local residents who are in an evacuation centre.
The flood situation in the region has practically stabilised. More than 8.5 thousand people have returned to their homes. The commission continues to inspect the houses and assess the damage. According to preliminary data, 466 housing estates and more than 2.5 thousand dacha houses, which are the only housing, are not subject to repair.
Kanat Bozumbayev instructed to complete the technical survey and assessment of houses and dachas by the end of the month.
In general, construction of 357 new houses has begun in Syrym, Karatoba, Terektin, Burlin and Baiterek districts. The Akimat has identified contracting organisations. The houses are planned to be completed by the end of August. In particular, the construction of 114 houses in Syrym district for 3.2 billion tenge will be financed by the Fund "Kazakhstan Khalkyna". 75 houses will be built by local subsoil user companies: Zhaikmunai, Condensate and Aksaigazservice. Another 71 houses will be built by Karachaganak Petroleum Operating through the Akzhaiyk Fund.
Special attention is paid to the problem of dacha dwellers left without the only housing.
The City Akimat has been instructed to promptly assess and during the summer to build or purchase housing for the dacha residents. It should be noted that houses will not be built in the same place. A ban will be imposed on the construction of housing in the lowlands," Nariman Turegaliyev, akim of West Kazakhstan region, said.
Kanat Bozumbayev instructed to speed up the ongoing work.
Given the assistance provided to the region, it is necessary to immediately and without red tape to cover each affected family, to make all the required payments and to begin construction of residential houses," Kanat Bozumbayev instructed during a meeting in the regional akimat.
The meeting also considered the issue of financial support from the state.

Supervising Deputy Prime Minister and Ministry of Agriculture authorities to visit all regions during sowing season

On the instructions of Prime Minister Olzhas Bektenov, Deputy Prime Minister Serik Zhumangarin, Deputy Prime Minister in charge of agriculture, Minister of Agriculture Aidarbek Saparov, as well as Deputy Ministers of Agriculture during the mass sowing campaign began a tour of the regions, primeminister.kz reports.
On 15 May, during a working trip to Akmola region, Prime Minister launched a mass sowing campaign, checked the progress of sowing works. On 18 May Minister of Agriculture Aidarbek Saparov left for Karaganda region, where he met with farmers, got acquainted with the pace of sowing season, conducted explanatory work on the tools of state support for agriculture, including direct preferential lending for agricultural producers. In addition, the Minister checked the progress of shipment of fertilisers for the sowing season.
On 19 May, Deputy Prime Minister Serik Zhumangarin left for Turkestan region. He will familiarise himself with the phytosanitary situation on the ground, especially in areas with a risk of spread of locusts, as well as assess the state of crops in the region.
The Minister of Agriculture is in one of the main grain-growing areas of Kazakhstan - Kostanay region, where he will also hold a number of meetings with farmers on key issues of the industry. Aidarbek Saparov will travel to a number of districts to familiarise himself with the sowing campaign and the phytosanitary situation in the region. There is also a high risk of locusts spreading.
Deputy Prime Minister Serik Zhumangarin, Agriculture Minister Aidarbek Saparov and responsible vice-ministers of the department will visit the remaining regions until the end of the mass sowing period.
The focus is on optimal sowing dates, coverage of agricultural producers with preferential lending, explanatory work on 85% guarantee of loans to farmers, the progress of fertiliser shipment and other issues.

Olzhas Bektenov instructs akims to accelerate reconstruction works

Prime Minister of Kazakhstan Olzhas Bektenov held a working meeting on the implementation of instructions of the Head of State Kassym-Jomart Tokayev to eliminate the consequences of floods and the progress of reconstruction work. Akims of the affected regions and ministers in the supervised areas were heard, primeminister.kz reports.
The peak of floods in the country has passed. At the same time, flood control works continue in Atyrau region against the background of the continuing critical water level in the river Zhaiyk. In this regard, the akim of Atyrau region Serik Shapkenov reported on the situation in the region, where the implementation of flood control measures continues. On the entire length of coastal protection dams (more than 520 km) organised round-the-clock duty.
At the same time, in those districts of Atyrau region where the flood situation is stable, commissions on liquidation of consequences are actively working. Thus, in Zhylyoi district, 3,730 applicants were paid a lump-sum allowance of 100 monthly payments totalling 1.3 billion tenge. The Commission accepted 2,727 applications, conducted technical inspections of 2,671 houses and assessed 2,624 houses. Construction has begun on 70 houses, and 15 residents have received payments for repair and reconstruction work. Assessment specialists are working around the clock.
In general, in the regions of Kazakhstan affected by floods, more than 60 thousand people have already returned to their homes. Residents who are in evacuation centres are provided with necessary assistance by local executive bodies.
26,651 families have received a lump sum payment of 100 MRP, totalling over 10 billion tenge.
Local akimats are working to provide quality housing for the victims. 239 families have received houses and flats to replace their destroyed housing. In Aktobe, West Kazakhstan, Kostanay, Atyrau, North Kazakhstan and Pavlodar regions, 794 new houses are being built for the affected citizens. In addition, 891 families received compensation for the repair and restoration of housing. In general, 11,137 residential houses have been inspected in the affected regions, and 7,863 objects have been assessed.
It should be noted that the amount of state aid for fallen livestock exceeded 1.3 billion tenge.
Head of the Government emphasised the pace of work.
There is a large front of work to be done in terms of assessment, compensation for damage, restoration and construction. At this stage we see the dynamics, but there is a lag at the stage of damage assessment. In the conditions of emergency all the processes need to be accelerated. It is necessary to promptly redirect appraisers from the regions where the calculation of damage has already been completed to Atyrau and other regions," Olzhas Bektenov emphasised and instructed to carry out a quality assessment in the shortest possible time.
Local Akimats are instructed to assist the arriving specialists.

Adviser to Kazakh President named

The Head of State decreed to appoint Yerulan Zhamaubayev as the Adviser to the President of Kazakhstan, Kazinform News Agency learnt from the Akorda press service.
Yerulan Zhamaubayev was born on March 25, 1974 in Alma-Ata region. He graduated from the Kazakh State Management Academy, and received his master's degree at the Rysskulov Kazakh Economics University.
In 1998 and 2006 he served as a leading analyst, chief analyst, head of department, and deputy director at the Research and Statistics Department of the National Bank of Kazakhstan.
From 2006 to 2014 he was a director at the Coordination Department of the Kazakh National Bank.
In 2014 and 2015 he was a managing director at the Housing Construction Saving Bank of Kazakhstan
Between July 2015 and November 2015, he served as the deputy head of the Social and Economical Monitoring Department of the Kazakh Presidential Administration.
In 2015 and 2018 headed the Social and Economical Monitoring Department of the Kazakh Presidential Administration.
From 2018 to 2019 he acted as an assistant to the Kazakh President.
In March 2019 he was appointed as an executive secretary of the Ministry of Finance of Kazakhstan.
In 2022, he was appointed as Deputy Prime Minister - Minister of Finance of Kazakhstan.

Foreign presidents send birthday greetings to Kassym-Jomart Tokayev

Leaders of foreign countries are sending letters of congratulation to Kassym-Jomart Tokayev on his 71th birthday, Kazinform News Agency reports.
President of Belarus Aleksandr Lukashenko congratulated Kassym-Jomart Tokayev on his birthday emphasizing comprehensive support of political and economic reforms carried out by the President of Kazakhstan, BELTA reported.
The Belarusian President expressed confidence that traditionally open and friendly communication with the Kazakh leader will be filled with a new constructive content, and will promote further consistent development of the bilateral cooperation in the spirit of strategic partnership for the benefit of Belarus and Kazakhstan.
President of the Republic of Azerbaijan Ilham Aliyev made a phone call to Kassym-Jomart Tokayev to congratulate him on his birthday and wish him good health and every success in his endeavors as the head of state, Trend reported.
During the phone conversation, it was emphasized that high-level reciprocal visits contribute to further strengthening bilateral cooperation and highlighted the importance of the recent visit of the President of Kazakhstan to Azerbaijan.
The heads of state expressed confidence that the friendly relations between Azerbaijan and Kazakhstan will continue to develop successfully and exchanged views on the prospects of cooperation and future contacts.
President of Tajikistan Emomali Rahmon also congratulated President Kassym-Jomart Tokayev on his birthday and wished him success in implementation of the plans set for the benefit of the Kazakh people, according to Khovar.
The Tajik President pointed out high dynamics of development of the Tajik-Kazakh relations of cooperation, which moved to the level of strategic partnership and alliance thanks to joint efforts. He emphasized the Kazakh President’s important role in the consistent promotion of this process.
The sides exchanged views on international and regional agenda and discussed the schedule of the upcoming bilateral and multilateral meetings at the highest level.
The Kazakh President also had a telephone conversation with President of the UAE, His Highness Sheikh Mohamed bin Zayed Al Nahyan to discuss bilateral relations between the two countries and ways to strengthen them further, WAM reported.
During the call, His Highness congratulated President Tokayev on his birthday which falls on May 17th wishing him a long life with prolonged health and happiness.
As Anadolu reported, Türkiye’s President Recep Tayyip Erdogan and President of Kazakhstan Kassym Jomart Tokayev on Friday discussed global and regional issues in a phone call.
President Erdogan stated that they aimed to bring new dimensions to the relationship between the two countries in the upcoming period," the country’s Communications Directorate said on X.
The Turkish president also expressed satisfaction with the start of the rehabilitation process following Kazakhstan's flood disaster, saying Ankara is always willing to provide assistance.
Erdogan also extended birthday greetings to Tokayev.
Russian President Vladimir Putin sent birthday greetings to President Kassym-Jomart Tokayev, TASS reported citing the press service of the Kremlin.

President Tokayev appoints new governor of Mangistau region

As per a decree of the President of Kazakhstan, Nurdaulet Kilybay, ex-Mayor of Aktau and ex-Chairman of the Management Board of JSC NC OzenMunayGas, has been appointed today the governor of Mangistau region, Kazinform News Agency reports.
Born in 1978, in Beineu, Mangystau region, Nurdaulet Kilybay is a graduate of the Mukhamedzhan Tynyshpayev Kazakh Academy of Transport and Communications (1999), Eurasian National Gumilyov University (2003), and Stafford House International in Boston, the U.S. (2018).
In different years, he held various positions in Kazakhstan Temir Zholy entities, and at the Ministry of Transport and Communications.
From November 2018 to June 2020, he was deputy governor of Mangistau region.
From June 2020 to October 2022, he was Mayor of Aktau.
In October 2022, he was appointed the deputy governor of Mangistau region, and in January 2023, he was appointed Director General – Chairman of the Management Board of JSC OzenMunayGas company.
