Drug Enforcement Administration in Almaty lost most of the staff after recertification

Almaty. August 13. Kazakhstan Today - As a result of recertification Administration Drug Enforcement Administration (DEA) in Almaty lost almost all its staff, Kazakhstan Today reports.

Work in Almaty DEA is almost stopped. The whole staff in one of the DEA departments is fired without exception, as they do not correspond to the positions held, the newspaper "Megalopolis" said.

As a major of DEA told the publication, recertification was carried out with violations. "The Rules of certification of an extraordinary law enforcement officials said that the "personnel department shall notify the employee of the date of the extraordinary attestation no later than twenty days prior to its implementation," the major said.

He said that the notice has come to them on July 2 this year. The employees read it on July 2 - 3. "Those who were on vacation, did not receive an official recall, but just were called to work and pinned down to facts. As a result, the attestation was held July 5 and 6, although, according to the same schedule, we had to take exams from July 25 to August 9," he noted.

Also, he said, testing for psychological stability has been scheduled for July 25-28, for knowledge of the laws - August 1-4, tests on the fire and physical training - July 28-31 and interviews in the Central Certification Commission - August 6-9. "In fact, everything was different. 2-3 days were given for preparation, of course, we did not have time. As a result, most of the employees of the department failed the attestation. And for almost two weeks we did not know what to do. We are sort of like fired and sort of like not. We went to work, sitting in our offices, and took counsel how to live and what to do. And only on August 2nd they gave us orders of dismissal, just kicked all of us from work with wording that state agencies are closed for us", the major said.

"We wrote a complaint to the Minister Kasimov blog. It was published, they even gave a number, but we have not received any answer so far. You see, we were treated like unnecessary things, and it would be okay if it was reasonable. With the high-level crime detection rate the employees are not professional," a lieutenant colonel supported the colleague.

He noted that DEA identified 491 crimes related to drug trafficking, and 140 sales facts in 2011 year. And for the 2010 735 offenses were detected. "None of the employees (we brought you some service characteristics) has complaints and penalties. So now we're trying to understand who needs our Administration disposal? Or we are going to legalize drugs? We do not have others thoughts in mind: once we don't need fighters from DEA, then it means legalization. And the same story is in all regions. But for some reason everyone is silent, all humbled, perhaps, with this state of affairs? However, our administration is totally not happy with such situation, while our complaint has no response, and we sent it to the president and the prime minister and interior minister, and the Prosecutor General's Office. We have the last chance to regain our good name, and again, wearing shoulder straps, return to work - we'll go to court. Now we are already preparing a lawsuit in Almaty court in Astana at the location of the defendant and will deal in detail why the certification was carried out with the violations and we will work to restore the service", he said.

"It's a shame, really, just a shame: many of us have given 10-15 years to service, and they got rid of us like of unnecessary things. Some officers had six months left before retirement - but they were fired, despite their merits. Now, these people will not receive an honestly earned pension. So we want to hear - to whom we interfere?" Lieutenant Colonel said.

"We, as citizens of this country, too, in our turn, want to ask: Who will protect us from the drug? Who will prevent the crime, if a drug addict looking for money for a dose will make crimes? Who is going to close the clubs, where they sell drugs, and put the sellers to jail? And who from the ministry gave the city a diversion, leaving it without DEA?" the paper concludes.
