Ministry of Education and Science started implementation of the Address of the President
As Assylova noted, in the seventh direction of the Address of the Head of State "Human Capital — the basis of modernization" in the education system, clear activity directions for the near future are defined. At present, the Ministry of Education and Science is developing a plan of measures to implement the Address, as well as a departmental plan to fulfill the tasks assigned to the Ministry of Education and Science of Kazakhstan.
According to the Vice Minister, attraction of private investments can be called one of the directions of liberalization of education from an economic point of view. As international experience shows, the sphere of education is quite in demand, profitable and interesting for investors. One of the successful examples of attracting private investment was the implementation of the Balapan program.
So, since the implementation of this program, 2336 private kindergartens and mini-centers have been opened through private investments. For seven years, about 900 billion tenge was allocated for the implementation of this program.
The MES RK continues the work in this direction. In accordance with the instruction of the Head of State, voiced in the Address, it is planned to further introduce per capita financing in urban schools," Bibigul Assylova said.
In 2017, amendments were made to the Law of the Republic of Kazakhstan "On Education", which allows placing the state educational order in private schools. To date, there are already certain results. So, starting from 2013, per capita funding is tested in secondary education, and in Aktobe since the beginning of this year, a pilot project is being implemented in a private school.
In Shymkent, starting from September 2018, at the expense of the local budget, it is planned to place state orders in private schools for 3310 places.
In Astana, also since September of this year due to means of the republican budget, it is planned to place the state order for 3721 places.
In this direction, the akimats will be tasked to attract private investments into the sphere of education and provide appropriate budget funds for the placement of government contracts," Bibigul Assylova said.
The new experience gained in the management of the school, based on the example of the cities of Astana and Shymkent, will be projected for full-scale per capita financing to other regions.
Answering the question about the introduction of the per capita financing mechanism, B. Assylova noted that the reorganization of schools from state institutions to state enterprises on the right of economic management is planned. At the moment, changes are being made to the legislation.
This organizational and legal form will allow our schools to become sufficiently independent in economic terms. Also, the per capita financing tool will solve a number of issues, including encouraging teachers," the Vice Minister summed up.
