Nazarbayev signed amendments to Constitutional Law on Republican Referendum

The President of Kazakhstan Nursultan Nazarbayev signed the amendments on introduction of additions to the Constitutional Law on Republican Referendum, the agency reports referring to Kazakhstan official mass media. As it was informed earlier, the document has been developed on the basis of the legislative initiative of the leader of the state. The basis of its development has been introduction of amendments and additions to Kazakhstan Constitution in May, 2007. Thus, the amendments are introduced to bring the norms of the law in conformity with the changed Constitution.

Astana. May 6. Kazakhstan Today - The President of Kazakhstan Nursultan Nazarbayev signed the amendments on introduction of additions to the Constitutional Law on Republican Referendum, the agency reports referring to Kazakhstan official mass media.

As it was informed earlier, the document has been developed on the basis of the legislative initiative of the leader of the state. The basis of its development has been introduction of amendments and additions to Kazakhstan Constitution in May, 2007. Thus, the amendments are introduced to bring the norms of the law in conformity with the changed Constitution.

According to the new norms of the Basic Law, the project of amendments and additions to the Constitution is not considered at the republican referendum if the President decides to forward it to the Parliament. The decision of the Parliament is accepted, in this case, in the way established by the Constitution.

If the President rejects the proposal of the Parliament on consideration of amendments to the Constitution at the republican referendum, the Parliament has the right by majority of not less than four fifth of votes of the general number of deputies of each of the chambers of the Parliament to pass the law on introduction of these amendments and additions to the Constitution. In this case, the President signs the law or submits it at the republican referendum, which is considered taken place if more than half of the citizens of the republic having the right to participate in the republican referendum have taken part in voting.

The amendments and additions to the Constitution submitted at the republican referendum are considered accepted if more than half of the citizens who have taken part in voting in not less than in two thirds of oblasts, cities of the republican value and the capital voted for them.
