Budget Code provides for new changes regarding priority public expenditures

Amendments to the Budget Code are aimed at improvement of the budgetary process and ensuring financing of priority expenditures of the state.

Astana. August 28. Kazakhstan Today - The Government adopted a draft Law "On amendments to the Budget Code regarding the issues of improvement of the process of planning and execution of the budget", Kazakhstan Today reports.

"Amendments to the Budget Code are aimed at improvement of the budgetary process and ensuring financing of priority expenditures of the state," the Prime Minister's official website quotes the Minister of Economic Development and Trade of Kazakhstan Bakytzhan Sagintayev.

He also noted that a new budgetary rule was introduced in order to fully finance planned expenditures of the national budget. In accordance with this rule, the total volume of expenditures will have nominally defined financed expenses.

"These expenditures will be financed in case of favorable conditions of the economy development. The amount of them will not be more than 3% of the total volume of the national budget," the Minister noted.

Besides, the draft law now has an addition which will allow to make donations from the national budget on the non-repayable basis to the international organizations which Kazakhstan belongs to as a member of the organization.

Besides, amendments in the spheres of planning and execution of the budget regarding the issues of appreciation of investment projects, redistribution of budgetary funds, etc. were made to the Code.
