Government to allocate 1.8 billion tenge to support farmers affected by the drought

Astana. September 18. Kazakhstan Today - The Government of Kazakhstan will allocate 1.8 billion tenge to support farmers affected by the drought.

"Not long ago, Farmers' Union appealed to you, administration of the President to declare an emergency due to the drought. Reportedly crops were destroyed on an area of 1.5 million hectares. They ask for help to our villagers. It is clear that here we have not only an economic problem, but also a social one," deputy Azat Peruashev said on Monday during the government hour in Majilis (lower chamber of Kazakh parliament).

He said that the Ministry of Agriculture was informed that in Kazakhstan, "the law does not provide such a thing as an emergency situation".

"Meanwhile, in Russia, in some regions when it is declared (emergency situation), the villagers receive assistance from government resources. I think referring to the fact that such emergency situation is not provided in our country is not right. If there is a need, let's make these decisions, it is necessary to help the villagers," the deputy concluded.

In his turn, the Minister of Agriculture Asylzhan Mamytbekov assured that assistance will be provided to farmers. "We plan to assist. We have sent a request for allocation 1.8 bln tenge from the reserve of the Government. Decision is at the approval of the Ministry of Finance," A. Mamytbekov said.

Also, according to him, there will be additional, raised subsidies to producers, who have been in drought, for breeding stock, "so they could buy food and thus able to avoid loss of breeding stock."

"As for the compensation for losses - that is not covered by mutual insurance (mutual insurance company), the Union of Farmers of Kazakhstan has its own mutual insurance, it took 60 tenge, insured more than one million hectares, and gathered approximately 60 million. The insurable event occurred and totaled approximately 400 - 500 million tenge. So there is a 400 million difference. It is just a systemic problem. There is a law that the state pays only 50% of the insurable event. 3700 tenge is paid to a farmer per hectare, of which 50%, or about 1850 tenge is paid by the state. The law is clear. Additionally, we have such a system-wide problems that there were mutual insurance companies, which could not pay at the time of the crisis, when the insured event occurred. When it is time for collecting money - they are gathering money and when it is time to pay out, they just say that they are not able to pay and all refer to the state, the Ministry said.

In this regard, he said that the Ministry is preparing the appropriate changes to the legislation, which the Ministry of Agriculture will bring to Parliament in the near future.

As previously reported, the farmers of Kazakhstan appealed to the Prime Minister Karim Massimov and President Nursultan Nazarbayev to declare emergency regime in several regions of the country.
